In Saint Lawrence County New York our County Judge, Hon. Jerome J. Richards presides over the issuance of New York State Pistol Permits. New York State is a "May Issue" State. The determination whether to grant the license is completely within the discretion of the licensing officer. However, the licensing officer must state specifically and concisely in writing the reasons for a denial. A denial can only be overturned in court if the denial is shown to be arbitrary and capricious. Since Hon. Jerome J. Richards had been the licensing officer for Saint Lawrence County he has been placing unilateral restrictions all but eliminating the option for law abiding pistol permit holders to carry their handguns for defensive carry. When law abiding citizens apply for and receive a license to carry their handguns concealed, they are expecting just that, to be able to carry their handguns in a legal manner, in all establishments that do not specifically forbid concealed carry. The current restrictions Hon. Jerome J. Richards places on concealed carry permits restricts concealed carry to Outdoor Sports and there is currently no way for appealing that decision other than to appear in court, which from what has been explained to me, will not result favorably for the applicant. Please sign this petition to let Saint Lawrence County law makers know that "We the People" are not satisfied with the current practice of Hon. Jerome J. Richards, and that we would like our rights restored.
