Change New York State from a system of discretionary issue concealed carry pistol licenses to system of shall issue concealed carry pistol licenses. Require New York State to enter into reciprocal agreements with other states. Repeal the New York State Assault Weapons Ban. Applies to New York Penal Law Article 400.00(f). Remove the "proper cause" requirement for the issuance of a "full carry" license. Add requirement that a license must be issued to a qualified applicant. Require New York State to enter into reciprocal agreements with states that have similar requirements for issuing concealed weapons permits. Applies to New York State Penal Law Article 265. Repeal of the New York State Assault Weapons and Large Capacity Ammunition Feeding Device Ban. The citizens of New York and the United States of America urge the New York State legislature to amend and add aforementioned provisions to New York State Penal Law Article 265 and New York State Penal Law Article 400.
