We call on Oxfordshire County Council to remove Oxford’s traffic filter scheme, introduce flexible access arrangements during severe congestion and roadworks, and review Low Traffic Neighbourhood (LTN) schemes and ANPR cameras where they restrict access to essential local services.

We ask Oxfordshire County Council & Oxford city Council to:

  1. Remove the traffic filters and reconsider the current approach to traffic management in Oxford, taking account of its impact on residents, businesses, carers and essential journeys.
  2. Introduce emergency access arrangements allowing vehicles to pass through traffic filters and LTN restrictions when roads are gridlocked, road closures or utility works significantly disrupt traffic flows, or the existing road network becomes impractical to use. These arrangements should be clear, timely and easy to implement.
  3. Review and relax LTN restrictions and ANPR enforcement where they create unreasonable barriers to essential local journeys, particularly where residents face lengthy diversions to reach shops, healthcare, community facilities and other vital services.
  4. Review access to the Cowley Centre from Littlemore, where traffic restrictions can make reaching an important local shopping destination more difficult. The Council should assess whether the current arrangements provide fair and practical access for residents, older people, disabled people, carers and local businesses.
  5. Consult affected communities and publish the evidence on journey times, congestion, accessibility, road safety and the impact of restrictions before deciding whether schemes should be retained, amended or removed.

Residents should not be left facing unnecessary diversions when Oxford’s roads are already severely congested or when essential roadworks disrupt the normal routes they rely upon.

Traffic management must work for the whole community. We therefore call on the Council to restore practical access, respond flexibly to disruption and reconsider restrictions that prevent residents from reaching essential local services.

I am limited to how far I can walk and this system cuts me off from the outside world. Cruel

Not all children are safer. Saw a bunch of children leaving school, cycling on wrong side of road on a blind corner. Could've been fatal. The argument about safer streets for children is not valid...escooters and ebikes are allowed through LTNs which are silent and dangerous too.

These filters now prove the entire concept was appalling researched with weak data - this vanity project is clearly failing and an appalling wasye of public funds.

The most vulnerable are the worst affected...those on their way to hospital who are elderly, infirm or seriously injured...those awaiting carer visits to attend to their essential needs, ensure their safety and dispense their essential medication...those who man our emergency services and need to travel swiftly, not only down filter roads, to save lives. A civilised society is one that puts the needs of its most vulnerable first. Remove Oxford's traffic filters and relax LTN, (ANPR,) access now.

I live in an area surrounded by LTNs They have not only caused a massive headache to local residents but also divided the community. It is more an experiment in social engineering than anything to do with the environment or traffic calming.

My road is Chalfont Road, parallel to Woodstock Road. The traffic is so bad at times on the Woodstock Road that people use my road to jump ahead of the queue. That means piles of cars with angry drivers whisking down the road when I’m trying to cycle with my kids in the other direction. I also think the council’s approach is all stick and no carrot and will destroy businesses in Oxford. The council should focus on making it easy to drive into Oxford and park somewhere ideally underground.
