Support Safe and Regulated Parking: Enforce Ekurhuleni Parking Attendant By-Laws
We, the undersigned, urge all shop owners within the Brenthurst Community to comply with and support the enforcement of municipal by-laws governing parking attendants and car guards. These regulations, as set out by the Ekurhuleni Metropolitan Municipality Police Services By-Laws (Council Resolution PS 33/2002, amended by A–CP (01-2016)), are designed to ensure safety, order, and fairness in public spaces adjacent to your business premises.
Key Provisions of the By-Laws:
- Prohibition Without Permission: No person may act as or falsely present themselves as a parking attendant on any public road or in any public place without written permission from the Council.
- Council Consent and Registration: Only registered organizations with Council-issued permits may provide parking attendant services. Permits specify the geographic area and are valid for a maximum of 12 months.
- Conduct Requirements: Parking attendants must:
- Not wash cars or obstruct traffic.
- Not demand fees or donations for guarding vehicles.
- Not harass, threaten, or engage in criminal activity.
- Not consume alcohol or narcotics while on duty.
Unregulated parking attendants pose risks to customers and businesses, including harassment, unauthorized fees, and liability concerns. By adhering to these by-laws, we can create a secure and welcoming environment for all shoppers.
Our Requests to Shop Owners:
- Do not allow unregistered parking attendants to operate near your premises.
- Report violations to the Council or local law enforcement.
- Display notices informing customers that only Council-approved attendants are permitted.
Together, we can uphold municipal regulations and promote a safer, more organized shopping experience.

As a customer at Spar I'm entitled to do my shopping without harrassed by the incompetent car guards. Ons is never sure whether they may be the culprits damaging our vehicles out of revenge. They are verbally abusive when I refuse to acknowledge them. If the Management of Spar doesn't value customer support I'll be forced to support one of the other supermarkets. Less customers mean....less income
Asb dit bly n probleem, die wat ook loop geld en kos vra, as jy nie vir hule wil gee nie beskadig hule jou voertuie. Kliente gaan ongelukkig liewer na ander winkels toe waar daar nie so probleem is nie, hule laat jou sleg voel en jy het nie ekstra geld om vir 5 mense te gee sodra jy by n plek stop om inkopies te doen nie
They are permanently drunk or High. They take on the customers, fight infornt on shops, fall all I've rthe place and fight amongst eachother to the point that a child says that the child is scared to be there. I do believe they do not look out for the cars as guards. They are just there to bully people into giving them money so that they can get drunk. They should be not allowed to buy from the bottle store During the day while they are "working". Something had to be done. Those shops have already lost a few customers, me being one of them. I would rather drive out to a different shop, than deal with the bully car guards.
Dont feel save with the car gaurds at Brenthurst Spar. Even thow we are walking distance we rathe drive to vc or geduld spar
Take them away please

I think it is important to keep our community safe and most of these carguards are permanently under the influence of drugs or alcohol and or selling. I support regulations that will ensure the safety of our residents 100%.
