We, the undersigned residents of Melville, call for immediate intervention regarding the ongoing disruption caused by events hosted at The Atrium on 7th Avenue, Melville.
Melville is a vibrant residential community, and we support responsible businesses, entertainment and events that operate in a manner that respects the people who live in the surrounding area.
However, the scale, frequency and impact of events at The Atrium have become a serious and growing concern for residents living in the surrounding streets.
Residents are increasingly experiencing excessive noise, traffic congestion, obstructive parking, blocked driveways, increased pedestrian activity, hooting, shouting and late-night disturbances associated with events at the venue.
These are not simply minor inconveniences. For residents whose homes are directly affected, these disturbances can significantly interfere with the ability to sleep, work, access their properties, feel safe and peacefully enjoy their homes.
THE IMPACT ON OUR COMMUNITY
When larger events take place, surrounding residential streets can experience a substantial increase in traffic and parking demand.
Residents have experienced or observed:
Excessive amplified music and other event-related noise.
Shouting, hooting and loud conversations extending into residential streets.
Guests leaving events and continuing to make noise late into the night.
Significant increases in traffic on surrounding residential roads.
Vehicles parking in inappropriate or obstructive locations.
Residents having difficulty accessing their own driveways and properties.
Event attendees congregating on pavements and around residential properties.
Increased pedestrian and vehicle activity in an otherwise residential environment.
Disruption to residents' sleep and normal daily lives.
Concerns regarding safety, security and emergency access.
A growing concern that surrounding residential streets are effectively being used to accommodate the overflow of large-scale commercial events.
VERBAL ABUSE AND INTIMIDATION
Residents have also reported incidents where event attendees have verbally abused, confronted or aggressively responded to residents who have politely asked them to reduce noise or move away from residential properties.
Residents should not have to fear confrontation or verbal abuse simply because they are asking people outside their homes to respect reasonable noise levels and residential boundaries.
This creates an additional concern around the safety, wellbeing and dignity of residents, particularly when large numbers of event attendees are present late at night.
CONCERNS REGARDING THE RESPONSE TO RESIDENT COMPLAINTS
Residents are also concerned about the way complaints have allegedly been handled by the management of the building.
Residents have reported that the owner and/or building management have instructed security personnel to ignore complaints from residents regarding disturbances associated with events.
Residents have further reported that, when attempting to raise concerns directly with the owner or building management through WhatsApp, they have subsequently been blocked from contacting them.
If residents are being prevented from communicating their legitimate concerns to building management, this leaves them with little practical avenue to resolve problems directly and increases the need for intervention by the relevant authorities.
We therefore call for these reports to be independently investigated and formally addressed.
Residents should have a reasonable and accessible channel through which legitimate complaints can be made, recorded and responded to.
WE ARE ASKING FOR ACTION
We respectfully call upon the City of Johannesburg and relevant authorities to:
- Investigate the events being hosted at The Atrium and their impact on surrounding residents.
- Confirm that the property has the appropriate zoning, land-use permissions, licences, approvals and event permissions required for the type, scale and frequency of events being hosted.
- Investigate and enforce applicable noise, nuisance, traffic, parking and public-safety regulations.
- Investigate reported incidents of verbal abuse, intimidation or aggressive behaviour towards residents by event attendees.
- Require appropriate controls over amplified music, event operating hours and noise levels to prevent unreasonable disturbance to surrounding residents.
- Require an appropriate traffic and parking management plan for larger events.
- Take measures to prevent event attendees from blocking residential driveways, entrances, roads and pedestrian access.
- Investigate whether the frequency, scale and nature of events are compatible with the surrounding residential environment.
- Investigate residents' reports that security personnel have been instructed to disregard or ignore complaints relating to events and disturbances.
- Investigate reports that residents attempting to raise legitimate concerns with building management have been blocked from communicating with the owner or management.
- Establish a clear mechanism through which affected residents can report disturbances and have complaints formally recorded, investigated and followed up.
- Facilitate meaningful engagement between The Atrium, event organisers, municipal authorities and affected residents to find practical solutions.
- Where breaches of applicable laws, by-laws, permits or conditions are identified, take appropriate enforcement action.
THIS IS ABOUT OUR RIGHT TO LIVE PEACEFULLY
We recognise that Melville is a mixed-use community and that responsible entertainment has a place within it.
However, commercial activity should not come at the expense of the basic rights and reasonable quality of life of the residents living around it.
Residents should not have to choose between tolerating excessive disruption, confronting intoxicated or aggressive event attendees, or repeatedly attempting to contact management only to have their concerns ignored.
We believe that responsible event management is possible.
Large events should be managed in a way that considers the surrounding community, provides adequate parking and traffic control, respects reasonable noise limits, protects residents from unnecessary confrontation and prevents residents from bearing the unintended consequences of commercial activity.

We live at the top of 7th and the noise is still loud enough to be unexceptable. It goes on till after2am
Increased numbers of parked cars congest already narrow streets. Parties unregulated events are also lures for drug dealers and petty criminals, whose actions spill over onto the residents.
The building is right on residential houses and was noted for daytime office use. The nighttime event usage with no licensing needs to be controlled and the owners need to comply with relevant by-laws and liquor laws.
Noise levels, disrespect to the community and abusive racist language is never acceptable. I would like to live in a peaceful harmonious environment.
Its alongside our home that this is happening. Most disruptive!

Monday mornings 7th Ave is impassable very congested possible problem with fire evacuation or arrival of fire dept.
