Stop Forced Water Meters & Power Cuts in Secunda – Consult Us First!

To: Govan Mbeki Municipality, Executive Mayor, Municipal Manager

By: SA4SA – Standing up for the vulnerable, poor, and forgotten in Secunda

We are angry and we’ve had enough.

Govan Mbeki Municipality is forcing prepaid water meters into our homes and cutting electricity without warning or consultation. No meetings. No explanations. Just contractors at our gates and our lights going off.

This hurts pensioners, unemployed families, people with disabilities, and child-headed homes the most. Many can’t afford to recharge. Water is life. Electricity keeps food safe and kids warm. You can’t cut us off in the dark.

The law says you must consult us. Section 16 of the Municipal Systems Act and Section 152 of the Constitution demand community participation. You ignored it.

We demand, now:

1. Stop all water meter installations in Secunda immediately.

2. Stop unannounced electricity cuts. Publish a fair schedule.

3. Meet us – public meetings in every Secunda ward within 30 days.

4. Protect the poor – no disconnections without a proper indigent plan.

5. Be transparent– release all contracts and council decisions on this rollout.

No decisions about us without us. Basic services are a right, not a favour.

We don't want these meters and the electric box is consuming more electricity and some of us are not even working. The government is giving our parents grant money and take it back via electricity and water bills. It's even hard for us to have a 3 square meals

Leaders are supposed to be listening to the communities first before executing any of the installations. Its paining because the people who suffer most is the vulnerable people on the ground.

That will be lack of unequal access to basic resources, of which is water as our community is faced with high unemployment rate. And that will be leading to environmental injustice of which we are currently facing a lot of injustice.

They were so fast to cut and after you paid they can take more than 3 day to come and reconnect and they just cut without even informing you that they're going to cut. Moreover they cut for owing water then come and cut electricity last this electricity is too expensive

There's a verdict on this matter, Court Rulings: In 2008, the Johannesburg High Court declared prepaid water meters illegal and unconstitutional, ordering the City of Johannesburg to provide free water daily. Although the ruling was appealed, it highlighted that cutting off water for inability to pay violates constitutional rights.
