RE: Letter of Support

Dear City Manager and Members of City Council,

We are writing to express our support of the Downtown Development Incentive Grant that has been proposed to help assist with the rehabilitation and redevelopment costs of commercial buildings within the Central City Local Historic District. We believe that the proposed $5,000 non-matching Façade Grant could provide quick assistance to buildings in need of new windows, doors, fresh painting, roof repairs etc. This could be extremely beneficial to not only the appearance of Downtown Rocky Mount, but the economic growth of the area.

As a group of citizens, property owners, residents and business owners we are happy to hear about the initiative to improve the appearance of Downtown.

We would also like to communicate our support for commercial code enforcement on properties with dangerous conditions. In addition to general public safety, below are a few points for why we believe Commercial Code Enforcement is so important

  • Property values remain higher when code enforcement protects areas from blight and neglect.
  • Maintaining a clean community establishes a positive image of the community for business owners, residents and tourists alike.
  • Enforcement not only informs Leaders and property owners who may need assistance of potential dangers.
  • Enforcing code is one of the primary tools a city has in implementing the long-term vision for the community.
  • Well-maintained communities attract tourism, and business development.We strongly believe that private and public partnerships that work in unison help stimulate the economic redevelopment of a community We the undersigned, are committed to this effort and will assist in any way to support programs of this nature. I have submitted a formal request to the City Council office to include this petition as part of the public record during the next review of the Downtown Development Incentive Grant. My focus is now on drafting a briefing document that connects these signatures directly to the specific code enforcement priorities we identified.

The signature count has reached a level that allows me to formally present this petition to the City Manager during our upcoming meeting. I am currently finalizing the formal briefing document that incorporates the specific points regarding code enforcement and grant eligibility.

This could be a useful tool to entice private investment in downtown. Would support such a tool if criteria is placed on grant that is a rebate similar to other communities. Another option is to require a certain amount of investment in the building prior to receiving the grant. Rocky Mount should certainly enforce the commercial code on the books.

As owner of a business that is NOT downtown, I understand the importance of a vibrant downtown in recruiting and attracting new development, new business and industry (jobs), and new families to the area. Cleaning up downtown should be one of our highest priorities. Enforcing existing ordinances should be an obvious first step. (Do ya think?) Incentives also make a lot of sence. We already have other incentives that apply for other areas of the city, why not downtown?

Great way to improve the look of downtown I as a business owner feel its time we move forward I been working non stop improving the look of my business because it attracts so many people for services and it draws people to the area

I support the Downtown Development Incentive Grants. That said, licensed contractors, inspection of work and production of receipts for the work should be required for participation. No more mismanagement of grants in RMT! No work, no receipt from licensed contractor=NO MONEY!

I think property owners need to be financially liable for decaying property. How far will $5000 go toward renovation. Is it incentive enough?

I support the Façade Grant to improve Downtown Rocky Mount. We need to give visitors to the RMEC a beautiful and welcoming Downtown Rocky Mount.
