I agree about the original intent of the by laws. This is a neighborhood cat that is not harming anyone. People need to get a life.
Although pets shouldn't be allowed to roam unattended we shouldn't even consider calling animal control on someone's pet.

I can respect what yer preaching here. We let our pups out all time to do their business with free reigns and never get a complain. I've seen a few cats about too anyways and they don't mean no harm. Heck they keep a lot of the mice away too!
