We, the undersigned unit owners and residents of the Blatz, oppose the proposed rule requiring all dogs over 30lbs in the community to complete a board-mandated obedience class.



This rule is:

• Unnecessary — the association’s own records show few pet-related complaints.

• Unusual — most condo associations use weight limits, leash/waste rules, and targeted enforcement, not blanket training mandates.

• Overreaching and vague — it imposes costs and burdens on all dog owners without clear standards or proven need.

• Potentially discriminatory — it may conflict with protections for service and assistance animals under federal law.



We request that the Board:

1. Withdraw the blanket obedience-class requirement.

2. Consider targeted remedies (training only for dogs with repeated, documented complaints; fines for nuisance barking; registration and proof of vaccines/insurance).

3. Provide transparency by publishing complaint data and legal authority before proposing new pet rules.

At the August HOA Board Meeting, attendees were surprised by an unexpected, proposed rule requiring dogs of 30lbs or greater to complete mandatory obedience training with some sort of certificate with potential for fines if not completed. This rule was not on the original agenda, was not suggested by the purpose-formed pet committee, and it was tabled for later date.

Yesterday, the board sent out an agenda reintroducing the rule to be voted on at the September 22 HOA meeting despite strong opposition from residents at the meeting given the rising cost of dog ownership at the Blatz, including new monthly fees and the cost to establish a DNA database for negligent owners regarding cleanup. The rule punishes many dog owners with incremental cost and time while ignoring that dogs <30lbs can also be disruptive and uncooperative. Instead, I, along with others, suggest targeted punishment of dogs who receive complaints. Requirements like this are rare for HOA/Condo association. In fact, the nearest 6 HOAs in the 53202 zip code with public documents do not have such a requirement including: The Woodlands, Courtyard Condominiums, Regency House, Mill Valley, Knickerbocker on the Lake, and Broadway Condominiums.

As such, I, Michael Pesendorfer of 841 (Luna, the black pitbull’s owner) have started a petition to show the board how many residents are against the additional rule given such requirements.

Not fair to penalize responsible owners. If a dog is a problem deal with that owner specifically. Dont punish the rest of us for no reason.

Total overreach. They don't have proof of a problem so why are they targeting us?? LEAVE OUR PETS ALONE.

My dog is already fully trained. This is just a cash grab to force us to use their preferred trainers. Absolutely ridiculous.
