This petition is to urge the Los Angeles City Council and Council Transportation Committee to pass tougher laws regarding the private sale of used cars on segments of the public streets of Normandie Avenue and Washington Boulevard, and to post No Parking signs in that area pursuant to such laws. For several years now, parked vehicles which have hand-printed "for sale" signs in the windows, occupy the parking lanes of both Washington Boulevard and Normandie Avenue in the area surrounding the historic Harvard Heights neighborhood. Not only does this problem create visual blight for this beautiful neighborhood, but these vehicles are parked most of the day, taking away necessary on-street parking spots for residents and visitors to nearby homes and apartments. At the busiest and most trafficked times of day, the presence of these "for sale" vehicles also constitutes a public safety hazard, as it causes passing traffic congestion and instances where the people who inspect such vehicles may be hit while standing in the street. Since the problem began it has continued to worsen and has grown in size. Posted parking regulations and DMV registration fees are often ignored by the sellers of these vehicles, and are being passed on to unassuming buyers. Additionally, these "for sale" vehicles are temporarily moved to residential side streets to avoid enforcement citations. Recent task forces conducted by the Department of Motor Vehicles (DMV) and the Los Angeles Department of Transportation (LADOT), further confirmed the presence of these illegally parked vehicles, resulting in the towing of some, and further discovery that some vehicles had been reported as stolen. The California Vehicle Code allows cities to pass laws regulating vehicle sales on city streets, but only in specific areas. Consequently, we request a Los Angeles Municipal Code ordinance making it unlawful to park any vehicle for the purpose of advertising to the public the private sale of that vehicle:   

1) On Normandie Avenue between 15th Street (on the north) and the Interstate 10 (Santa Monica) Freeway (on the south); 2) On "Little" Normandie Avenue just south of Venice Blvd; and 3) On Washington Boulevard between South Kingsley Drive (on the west) and South Catalina Street (on the east). This has been going on way too long. Harvard Heights deserves better than a permanent used car lot on our main roads.

Hard to find a spot to park when I get home from work. These cars are everywhere and it makes the whole street look trashy.

Finally!! Its impossible to see around those big trucks when trying to turn onto Washington. Someone is gonna get hit eventually.

GET THEM OUT. They move them onto our side streets whenever the cops show up and it never ends.

They dump junkers there for weeks. Its not right that they get free parking for their business while I have to walk three blocks to my house.
