1. Purpose of the Petition

We, the undersigned members of the Glen Lily Homeowners Association, formally request that the Trustees convene a Special General Meeting (SGM) to urgently address the matter of estate security, following two recent breaches of the complex perimeter.

2. Justification for the SGM

• The current security system is demonstrably inadequate, as evidenced by two breaches within a 10-day period.

  • On 30 March 2025 at 03:41, three unidentified individuals gained unauthorized access by breaching the electric fence. Upon inspection, it was discovered that the fence was not functioning properly due to overgrown branches interfering with the system and significant gaps beneath the fence that allowed intruders to crawl under.
  • A second incident occurred on 8 April 2025 at 10:00, when the on-duty security guard left his post. During this time, the entrance gate was not adequately monitored, allowing an individual to tailgate into the complex and attempt to break into a residence.

• These incidents highlight critical vulnerabilities in the current security infrastructure, necessitating immediate collective discussion and action.

• The Annual General Meeting (AGM), historically held in October/November, is too far off to address this pressing concern in a timely manner.

• The response from the current managing agents has been insufficient, further emphasizing the need for an urgent SGM to ensure effective and timely resolution.

3. Proposed Agenda Items for the SGM

We propose the following items be included in the agenda:

  • Item 1: Review and discussion of required security improvements, including quotations received.
  • Item 2: Consideration of levy increases to fund proposed security upgrades.
  • Item 3: Vote on the adoption of proposed security enhancement plans and the corresponding allocation of funds.
  • Item 4: Discussion and agreement on the timeline for implementation of new security measures.

4. Formal Request

We hereby request that the Trustees convene the SGM within 14 days of the date of this petition, in accordance with Prescribed Management Rules (PMR) 17(4) and 17(5). Should the Trustees fail to do so, we reserve the right to call the meeting ourselves, as provided for under PMR 17(5).
