The undersigned do hereby support the use of pyrotechnic devices, to celebrate our American heritage and express our patriotism. We believe that our right to use of such devices for these purposes are expressly conveyed by the preamble of the Constitution of the United States of America under the clause "the pursuit of happiness", and further upheld by our right to freedom of expression guaranteed by the First Admendment of the Constitution. We further believe that the current laws of the City of Bellingham regulating these devices are more than sufficient, and the current level of enforcement of these laws is more than adequate. We also do not support any increase in enforcement of the exisiting statutes that would create either an increased tax burden on the citizens of Bellingham, or that would result in the diversion of Bellingham city funds, or any other government funds whose disbursement is controlled by the City of Bellingham, from more important endeavors.
