Petition of Support for Cove Surf and Turf’s Elevated Terrace Expansion
We, the undersigned residents and neighbors, fully support the proposed expansion of Cove Surf and Turf to include an elevated outdoor terrace and a landscaped public sitting area overlooking Clark’s Cove.

For nearly 11 years, Cove Surf and Turf has operated responsibly and respectfully within our neighborhood, offering excellent food, a family-friendly atmosphere, and consistent contributions to the character of the South End. The restaurant has never caused concern regarding traffic safety, noise, or parking, and its continued success shows the value it brings to our community.

We understand that this project requires special permits and variances, including for building height and reduced on-site parking. We support these allowances because:
- There is ample street parking available on Cove Road, Panadaram Avenue, and nearby side streets.
- Most residents have off-street parking in their own driveways.
- The restaurant proposes improvements to its parking layout and overall site design that will benefit both customers and neighbors.

As part of the project, the restaurant will create a landscaped sitting area at ground level, replacing part of the existing asphalt with green space. This garden-style area will be open to the public and will improve the look and feel of the property, increase permeable surface area, and contribute to better stormwater flow in case of flooding.

We believe the terrace and garden area will both enhance the neighborhood, providing the public with scenic access to Clark’s Cove—a view currently limited to:
- a handful of waterfront homes (some of which obstruct the view with beach cottages),
- a few industrial properties, and
- the hurricane barrier’s Cove Walk, which can be walked on but blocks the view from street level.

The elevated terrace, thoughtfully designed by architect Ricardo Romão-Santos, will allow patrons to see over nearby structures and more fully appreciate the beauty of the cove. This is a rare opportunity to bring public waterfront views to one of the city’s best-loved local restaurants, in a way that is respectful, family-oriented, and aesthetically beneficial to the area.

As neighbors and patrons, we welcome these improvements and strongly encourage city officials, planning boards, and relevant agencies to approve and support this project as a positive, well-planned investment in our neighborhood’s future.
