Carlisle Borough and surrounding boroughs need better animal control! Carlisle borough's website does not even mention stray cats or dogs at all anywhere, and the authorities give conflicting information about what to do with these animals at best, at worst, they give extremely insensitive replies. There should be a program, a plan, or at the very least resources, for what residents should do when they encounter stray animals. Local officials and vets offices avoid the topic, turning a blind eye to a growing stray animal population we have in this area. Carlisle needs safe and humane handling of these animals! Please sign this petition and help the many stray animals in Carlisle!

This summer we had to call the police two times on a neighbor that had a dog tied up outside in the extreme heat. The dog was a dangerous animal, and the family knew they had to put the him down, but there were no services available on the weekends. This poor animal barked from Friday - Sunday tied out in the heat. The police understood why we were so upset, but they said they didn't have any options because animal control didn't work during the weekends. It was awful. My whole neighborhood was greatly disturbed knowing an animal, even if he was dangerous, was being abused in our neighborhood. We can and should do better!
I work with a local rescue, Furry Friends Network. We are SWAMPED with requests and can only do so much. Municipalities need to step up. We need laws to punish irresponsible pet owners who allow their animals to roam freely and breed at will.
This should be an essential service, the cost of which could be shared by neighboring municipalities. A humane TNR program should be part of any comprehensive approach, along with a housing facility and public notification system (social media and Borough website) to alert the public to lost and recovered animals. I just can’t understand how Carlisle doesn’t provide this service??
I’m going to start TNR near Pitt and A Street where there are a lot. I wish the borough would help with resources!
I agree!! The issue with stray cats in my neighborhood (east side) is still pretty bad. Not only does it put the cats in danger with harsh weather, etc, but it also puts our children in danger when just playing in their own backyards, not to mention the awful smell. There are so many strays in my area that my yard became their litter box.
Carlisle needs to do better in this area for sure.
I'm not sure what the solution is, but the issue needs to be open for discussion.

The numerous strays need kindness and help but people can't help them. If we want to trap and bring them to a shelter for a chance at a home, the option is not there since Carlisle doesn't partner with an animal welfare agency. If we feed them, borough law says they are ours and we become responsible and some of us cannot afford to pay for spay/neuter, shoes and food for all those outside, exposed to the elements and other dangers.
