IN SUPPORT OF THE INCORPORATION OF THE TOWN OF WITTMANN

PETITION
We, the undersigned residents and supporters of the Wittmann community in Maricopa County, Arizona, respectfully petition and request that the appropriate governmental authorities recognize and support the desire of the residents of Wittmann to establish the Town of Wittmann, Arizona, as an incorporated municipality pursuant to the laws of the State of Arizona.
We believe that incorporation will provide the residents of Wittmann with a stronger local voice and the ability to establish accountable local government capable of addressing the unique needs, priorities, character, and future of our community.
PURPOSE OF THIS PETITION
• The incorporation of Wittmann as the Town of Wittmann, Arizona.
• Establishing a locally accountable municipal government representing the residents of Wittmann.
• Giving Wittmann residents a greater voice in decisions affecting land use, development, infrastructure, roads, public safety, community services, and the future growth of the community.
• Preserving the rural, western, agricultural, and community character of Wittmann.
• Developing responsible and transparent municipal finances and budgeting.
• Establishing appropriate municipal services and public-safety arrangements that meet the needs of Wittmann residents.
• Protecting the interests of existing residents and property owners while allowing responsible economic and community development.
• Working cooperatively with Maricopa County, the City of Surprise, the State of Arizona, regional agencies, special districts, and other governmental entities to ensure an orderly transition to municipal government.
• Supporting the preparation and submission of all documents, maps, notices, petitions, applications, resolutions, and other materials necessary to pursue lawful incorporation.
• Supporting an election on incorporation if an election is required under Arizona law.
STATEMENT OF COMMUNITY SUPPORT
We believe the residents of Wittmann should have the opportunity to determine the future of their own community through a lawful and democratic process.
We therefore respectfully request that the Maricopa County Board of Supervisors and all other appropriate governmental authorities:
A. Recognize the demonstrated community support for incorporation;
B. Cooperate with the residents and organizers of the Wittmann incorporation effort;
C. Take all lawful actions necessary to facilitate consideration of the proposed incorporation;
D. Support the opportunity for qualified electors within the proposed incorporation area to vote on incorporation when required by law; and
E. Respect the decision of the qualified electors regarding whether Wittmann should become an incorporated Arizona town.
LEGAL NOTICE
This petition is intended to demonstrate community and resident support for the incorporation of Wittmann. The formal statutory incorporation petition submitted pursuant to A.R.S. § 9-101 must satisfy all applicable requirements established by Arizona law, including requirements concerning the proposed incorporation boundaries, publication and notice, filing, verification, signature requirements, and qualification of petition signers.
Nothing in this resident-support petition is intended to waive, replace, or modify any statutory requirement applicable to a formal incorporation petition.

By signing below, I affirm that I am a resident of the Wittmann community or otherwise support the lawful incorporation of Wittmann as the Town of Wittmann, Arizona.

Purpose: To demonstrate resident support for the lawful incorporation of Wittmann and to assist in obtaining the signatures and community support necessary to advance the incorporation process.

This document should be treated as a community-support petition unless and until it is reviewed and converted into the formal statutory petition required for filing under A.R.S. § 9-101. The formal statutory petition must be prepared using the legally required proposed incorporation boundaries and procedures.

Keep Us Rural has been focused on keeping one home per acre. Keep Wittmann rural and with a voice!
I’m for keeping Wittmann rural. We like our country small town vibe and that’s the reason we moved here.
As a former resident of Surprise who escaped the population and crime explosion by moving to Wittmann, I am familiar with what the encroachment of Surprise will bring to the rural nature of our community. The residents of Wittmann deserve to retain the environment we have enjoyed and the only means we have to protect our quality of life is by incorporating. A friendly, cooperative relationship with the town of Wittmann, or a contentious relationship with an angry group of citizens. Your choice!
I believe Wittmann deserves the chance to incorporate and have more say about what happens in Wittmann. Those leading this initiative have done research into the funding available from federal tax monies, which are now being received by Maricopa County, and the costs of operating as a town. Wittmann residents prefer the rural life and want to preserve that, which is the reason they moved here.
We moved here 20 years ago for the rural lifestyle and to have some space, which now seems encroached everywhere we go.
I moved to Wittmann for the rural way of life. Love having the cow's stroll down our street and in the yard.
