We, the undersigned, are calling for an independent investigation into the financial management of Windsor Quay by FirstPort, and for the Welsh Government and the local Housing Minister to raise these concerns with FirstPort and meet with residents as soon as possible.

Residents and leaseholders at Windsor Quay have serious concerns about the way charges are being handled. These include late, ad hoc and backdated charges; invoices for substantial sums with limited transparency or explanation; demands for payments amounting to thousands of pounds within 30 days; and wider concerns about the clarity, timing, and accessibility of financial information.

For people trying to manage a home and a budget, this creates confusion, stress, and real uncertainty. When charges are not easy to understand, or arrive suddenly and without enough explanation, residents are left unable to plan properly or challenge what they are being asked to pay. That is not fair, and it undermines trust.

We believe these concerns deserve proper scrutiny. An independent investigation is needed to look at the financial management of Windsor Quay by FirstPort, to examine how charges are being issued and explained, and to ensure residents and leaseholders are treated transparently and fairly.

We therefore ask the Welsh Government and the local Housing Minister to take these concerns seriously, raise them directly with FirstPort, and hold a meeting with residents as soon as possible so that the issues can be heard and addressed.

The mismanagement by Firstport has placed both leaseholders and freeholders under intolerable levels of stress and hardship and threaten our homes. The law currently leaves too many loopholes for Firstport to evade transparency & accountability. Exorbitant charges are levied with little to no justification & complaints are closed without action. We are stuck, unable to sell our homes due to Firstport’s delays & charges. Attempts to get support from councillors and M.Ss has failed.

For many years FirstPort have been consistently increasing their annual service fees with no improvement in services. And their method of calculating these fees seems very arbitrary and incredibly opaque. They are also very slow to deal with any complaints or issues when you contact them.

Firstports business practices are very concerning with a lack of transparency or accountability .. their conduct has caused me serious stress and anxiety .. they act as a monopoly and my complaints to them have gone unheard... they seem to be able to spend what they want without consulting residents and simply bill them later.. their billing is totally non transparent … please investigate them and bring some regulatory changes in to stop management companies from taking advantage of residents

I’m deeply concerned by FirstPort Management’s continual increases in service charges despite the poor standard of service provided. There has also been a lack of transparency in the invoices issued to residents and consistently poor customer service. I ask that these issues be properly investigated and addressed to ensure fairness and accountability.

As a longstanding resident of Windsor Quay, I find First Port’s lack of transparency, poor communication, questionable financial management and random approach to estate maintenance frustrating, very disappointing and disrespectful to residents.

First Port have issued several Section 20B notices to support heavy surcharges they have levied on the residents of First Port. They have been unable to substantiate these charges and cannot identify expenditure against periods that go back at least three years. Additionally they have failed to issue some of the notices, a crucial process on which they cannot prove delivery. For these and other reasons, these charges need to be cancelled and monies returned to customers.

Essentially they are robbing people without any evidence of work being done. They are adding charges in 2026 that are dated in 2023 and 2024 with no information being provided and I have not received any services from them
