Subject: Request for Fair and Democratic Formulation and Registration of RWA for Pocket-7, Sector A1 to A4, Narela, Delhi-110040

Dear Sir,

  1. We, the allottees of DDA flats at Pocket-7, Sector A1 to A4, Narela, Delhi-110040, draw your kind attention towards the unfair formulation and registration of the Residents’ Welfare Association in our pocket.
  2. A copy of our signatures, signed by allottees, is attached herewith along with this request.
  3. A group of individuals residing in Pocket-7 has constituted the RWA by selecting members in a self-styled manner and has also initiated the process for registration of the same without providing any information to all the allottees. Till now, the allottees have not been informed about the selection of RWA members or the initiation of the registration process by any entity whatsoever.
  4. A complaint regarding the same has been submitted to the Sub-Registrar, Alipur, dated 22 June 2026. A copy of the complaint is attached herewith.
  5. Many unauthorised and unwanted activities have started in the pocket by the same group. In one such instance, the allottees of Pocket-7 were served with a notice from the Executive Engineer, NDP-5/DDA, on 15 June 2026, regarding the placement of an unauthorised name banner at the main gate of Pocket-7.
  6. A copy of Notice No. F1(02) Misc/EE/NDP-5/DDA/2026-27/136 dated 15 June 2026, issued by EE, NDP-5, DDA, is attached herewith.
  7. To streamline the RWA affairs, we humbly request you to conduct the following steps:
    a. For the formulation and registration of the RWA, a fair opportunity may be given to all the allottees in a democratic manner so that they can exercise their right to elect their RWA body.
    b. Women allottees, who are in majority in the Pocket-7 DDA scheme, should be given a fair chance to participate in RWA matters, especially in the electoral process of the RWA.
    c. We also humbly request you to kindly depute a representative from your office, who may act as an independent observer during the electoral process for fair conduct of the selection/election of RWA members and guide us on RWA procedural matters.
    d. The final registration of the RWA for Pocket-7 may kindly be done only after completion of the above-mentioned democratic process for the formulation of the RWA team.

No bye-laws have been shared before the registration of RWA and no information have been received about GBM. No official GBM has been conducted till now with proper notice and information.
