Subject: Petition seeking urgent intervention to restore basic civic amenities, sanitation, road infrastructure and public safety in Kamat Layout, Vidyaranyapura

Respected Sir,

We, the undersigned residents of Kamat Layout, Vidyaranyapura, Bengaluru, representing more than 100 tax-paying households, respectfully submit this petition seeking your urgent intervention regarding the deteriorating civic conditions in our locality.

Residents of Kamat Layout are responsible citizens who regularly contribute to the Government through property tax, income tax, road-related taxes, electricity charges, Cauvery water charges, garbage collection charges and several other statutory payments. Despite this, our locality continues to suffer from a serious lack of basic civic amenities and public services.

The following issues require immediate attention:

  1. Broken and poorly maintained footpaths are creating inconvenience and safety risks, particularly for senior citizens, children and pedestrians.
  2. Garbage accumulation on roads and vacant areas has become a recurring problem, resulting in an unhygienic environment.
  3. The accumulation of waste has contributed to the presence of rats, snakes and other pests, creating genuine health and safety concerns for residents.
  4. Stray dog menace has become a serious concern, including dogs chasing pedestrians and two-wheelers, creating risks of accidents and injuries.
  5. Vacant sites are being used as informal garbage dumping areas, and immediate enforcement and regular monitoring are required.
  6. Wet-waste collection is irregular, forcing residents to retain waste for extended periods or resulting in inappropriate disposal.
  7. Road sweeping/brooming is highly inadequate, with cleaning reportedly taking place only occasionally rather than according to a regular schedule.
  8. Several internal roads are damaged and require resurfacing and proper maintenance, especially considering the taxes and charges being paid by residents.
  9. Residents have also reported instances of animal remains, including beef/meat waste and bones, being discarded on public streets. This is particularly distressing in a neighbourhood where many residents follow Hindu traditions in which the cow is regarded as sacred. We respectfully request that the authorities strictly prevent the dumping of any animal remains or meat waste on public roads, irrespective of the community or individual responsible, and take appropriate action under applicable municipal and public-health regulations.
  10. Police patrolling and public-safety measures appear inadequate. Residents have concerns regarding incidents of theft, suspicious activity and alleged consumption of narcotic substances such as ganja/cannabis in public or secluded areas. We request increased police patrols, particularly during late evening and night hours, and appropriate investigation wherever specific complaints are received.

We wish to emphasise that our concern is not directed against any particular religion, community or group. Our request is for equal enforcement of civic, sanitation and law-and-order regulations against any individual who violates them. Every resident, irrespective of religion or background, should be able to live safely and peacefully in the locality.

Our Requests

We respectfully request your good office to coordinate with the Greater Bengaluru Authority (GBA), BBMP-related civic authorities, Bengaluru Police, BESCOM and BWSSB/Cauvery water authorities, as applicable, and arrange for:

  • Immediate inspection of Kamat Layout by the concerned civic officials.
  • Repair and restoration of damaged footpaths.
  • Scientific and regular garbage collection and disposal.
  • Fixed and monitored schedules for wet-waste collection.
  • Regular road sweeping and cleaning.
  • Removal of garbage from vacant sites and strict prevention of repeat dumping.
  • Rat, snake and other pest-control measures in affected areas.
  • A structured and humane solution to the stray-dog problem in accordance with applicable rules.
  • Repair and resurfacing of damaged roads.
  • Strict action against dumping of animal remains, meat waste and other prohibited waste on public roads.
  • Installation of adequate street lighting and, wherever feasible, CCTV surveillance at vulnerable locations.
  • Increased police patrolling and prompt response to complaints concerning theft, narcotics, vandalism and other unlawful activities.
  • Identification of chronic problem spots and assignment of responsible officials for regular monitoring.
  • A joint inspection meeting with representatives of Kamat Layout residents so that the issues can be documented and prioritised.

Sir, we are not seeking special treatment or privileges. We are simply requesting the basic civic amenities and public safety that every tax-paying citizen is entitled to receive.

We therefore humbly request you to take up this matter on priority and direct the concerned departments to conduct an official inspection of Kamat Layout and prepare a time-bound action plan for resolving these long-standing problems.

We would be grateful for an opportunity to meet you and submit the signatures and supporting photographs/videos from the residents documenting the conditions on the ground.

We sincerely hope that your intervention will bring much-needed improvement to Kamat Layout and restore a clean, safe and dignified living environment for all residents.
