I feel it is time for the Introduction of an Animal Offenders Register, (very much the same as a sex offenders register). People who have been found guilty of any form of animal cruelty should be placed on a register which can then be checked by animal breeders etc before they give / sell an animal to anyone. At the moment when people are banned from keeping animals there is nothing stopping them moving somewhere else and buying more animals; If a register was put in place to be checked first by animal breeders / rehoming centres then this will greatly reduce innocent animals being put in the position of suffering further abuse & cruelty. With technology as it is today, there could be a central database that the RSPCA & other welfare organisations can have access to, to record the details of the offender etc; this can then be checked by breeders etc before allowing any animal to go to a new home.
