The Issue

We, the undersigned residents of Whisper Valley, call on The Whisper Valley Master Community, Inc., Taurus Investment Holdings and EcoSmart Solution, LLC to take immediate action to address dangerously high geothermal water loop temperatures in our community.

For months, Entering Water Temperatures (EWT) have been consistently above 90°F, which is far beyond safe or optimal performance levels for geothermal systems.

Elevated EWTs:

Reduce cooling efficiency and increase energy use.
Drive up utility bills for every household.
Cause accelerated wear and early failure of HVAC units—leading to costly, preventable repairs.
This issue directly undermines Whisper Valley’s advertised promise as a “zero-energy capable” community. With EWTs at current levels, that standard cannot be achieved in practice.

It also risks violating the spirit of affordable housing commitments within Whisper Valley. Homes built through Austin Habitat for Humanity and supported by Austin Housing Finance Corporation (AHFC) funding are required to remain affordable in total cost of ownership—including utilities and maintenance. If the geothermal system inflates those costs, it undermines both affordability and sustainability goals funded by public resources.


Our Demands
We urge Taurus Investment Holdings to:

Acknowledge the current EWT readings and their negative impacts on efficiency, affordability, and equipment longevity.
Provide a detailed remediation plan to lower and maintain EWT within industry-recommended ranges.
Commit to transparent, monthly reporting of loop temperatures available to all residents.
Clarify how the “zero-energy capable” standard will be achieved—or amend marketing to reflect reality.

Why This Matters
If unaddressed, this problem will harm every Whisper Valley homeowner—raising bills, reducing comfort, shortening equipment life, and compromising the community’s reputation as a leader in sustainable living. It also jeopardizes the affordability commitments made to the City of Austin and to low-income families who trusted the community’s promises.

Dear Mr. Gray, It is imperative that Taurus and their contractors (EcoSmart Solution, Enertech Global, and Vital Air and Energy) determine the root cause of the widespread HVAC failures in Whisper Valley and work with homeowners to address the problem. Whisper Valley is a new and growing community, and it is HIGHLY unusual for new homes to have failing AC evaporator coils, compressors, TXV valves, various sensors, etc. Something must be down. Education is helpful, but what is needed is an investigation into the HVAC failures. The TownHall meeting you hosted did not answer homeowner questions regarding this matter. We demand answers, an action plan and a reasonable timeline in which you will diagnosis and remedy these HVAC failures. Additionally, per the testimonials present in this petition, many homeowners have paid significant sums of money for the repair of their failing HVAC systems and should receive compensation to be made whole.

Whisper Valley concerned citizens: I, as the CEO of EcoSmart Solution, understand your frustration and concerns. We have worked with your petition leader to explain why the assertions in the petition are incorrect and have outlined how we are trying to work with the heat pump manufacturers to help the core issue of heat pump repairs. We have provided written statement from the manufacturer that the water temperatures are well within the operating range of the heat pumps and have shown that the heat pumps for the homes are sized by the contractors at these entering water temperatures as industry standard practice. Our goal is to help everyone understand the details of the geothermal system, respond to inquiries from homeowners, and to help connect each homeowner with the appropriate party to help solve their issue. There will be a townhall meeting on 9/10 at 5:30pm at the Discovery Center where representatives from the developer, EcoSmart, and Enertech (a heat pump manufacturer) will be available to provide details on their aspect of the system and answer homeowner questions.
