Peekskill: Address issues in our city's $4.3+ energy performance contract w/Honeywell

We, the undersigned, support the Mayor and Council’s initiative to perform energy efficiency upgrades on city properties. We request, however, the City of Peekskill address environmental, financial, logistical and implementation issues about the $4.3M+ energy performance contract with Honeywell before passing this entire package into law.

We request the following:

1. an independent authority and/or environmental energy consultant, without a vested financial interest in specific energy upgrades, to evaluate the proposal for renewable energy opportunities and provide oversight during implementation. This evaluation would include potential carbon savings on each of the city's municipal buildings;

2. a review by the City of Peekskill’s Conservation Advisory Council of all aspects of these energy efficiency upgrades during and after the project;

3. a public hearing where the City of Peekskill addresses outstanding questions about this contract.

With these steps, we support our community moving forward with smart energy improvements.

Nosotros, los abajo firmantes, apoyamos la iniciativa del Alcalde y el Consejo para realizar mejoras de eficiencia energética en las propiedades de la ciudad. Sin embargo, solicitamos que la Ciudad de Peekskill aborde los problemas ambientales, financieros, logísticos y de implementación relacionados con el contrato de desempeño energético de $ 4.3M + con Honeywell antes de convertir este paquete en ley.

Solicitamos lo siguiente:

The growth of this movement has caught the attention of local journalists who are now requesting interviews regarding our concerns. I am currently drafting a formal letter to the City Council to ensure our requested public hearing is placed on the official agenda.

Take time to better vet this proposal, get questions answered about both economic and environmental issues, and seek alternate proposals that make use of renewable options.

Definitely need more research on this matter. Spending this kind of money without the proper independent evaluation is a total disaster for the city and citizens of Peekskill. Just being told you will be automatically in rolled in the energy program is absolutely crazy! There are our seniors and others that may not understand being thrown into a possible disaster along with the city. How can they tell the citizens you are automatically in rolled and must opt out. There should be a choice. I truly don’t believe this matter has been properly explained to the residents of Peekskill and it’s long terms affects! I also don’t believe the city knows the long term affects!!

The City Council has a legal and good government responsibility to insure that ANY contract with a private entity, including Honeywell, is in the best interests of its citizens. This is not always the case. Read, review, understand, and explain to the residents of Peekskill BEFORE you enter into the contract.

Our city is in serious need of fiscal restraint. It would behoove us to have a independent third party to analyze if there are any long term savings versus initial financial investment of this multi million dollar prior to any approval.

Please consider postponing confirmation of this contract until valid concerns of citizens have been addressed. There is no time left to wait on addressing environmental justice. We need to be proactive, not reactive.
