The rapid growth of the cannabis production industry has revealed glaring holes in the laws governing such operations. We, the citizens of St. Catharines, demand that the City immediately pass bylaws that prevent cannabis production and processing facilities from setting up operation anywhere within City of St. Catharines urban boundaries and require facilities to be a minimum of 1.5 kilometres away from any residential area. In addition, the City should commit to eliminating any loop-holes in bylaws that would allow cannabis producers from establishing grow-op production facilities within urban boundaries.
It is not enough to have the production confined to agricultural/industrial areas. It needs to be a distance from established residential areas. Cannabis production has an extreme and pungent byproduct that should not be inflicted on homeowners who pre-date the legality of the production.
