We the undersigned STRONGLY OPPOSE the confirmation of Nolan Espinda as the Director of the Department of Public Safety.
Nolan Espinda has promoted and surrounded himself with individuals that lacked the training and experience needed to run a law enforcement agency. Mr. Espinda has placed value on loyalty above competence which is evident by his appointment of Renee Sonobe Hong as deputy director of law enforcement and Albert Cummings as the Sheriff. Neither Ms. Sonobe Hong nor Mr. Cummings has attended a legitimate law enforcement academy and neither can produce a record of ever arresting a violator of the law. Director Espinda has provided a record of spinning the truth and blaming others for the department shortcomings and has even gone so far as covering up complaints that should have been investigated. Director Espinda has condoned employees being less than truthful about their backgrounds, experience, and work histories on their applications for hire and promotion. Under Mr. Espinda’s toxic leadership style, he and his law enforcement administration have constantly refused to produce timely policy and written guidance and have used the CALEA accreditation process as an excuse to not implement policy. Director Espinda has misled the public and the legislature on many topics including the Maui Correctional Facility riot, law enforcement shootings, weapons and equipment matters, and escapes. It’s time to show the legislature that the people of Hawaii do not appreciate being placed in danger and that we the public support the men and women deputies of the Sheriff Division.
Again, we the undersigned STRONGLY OPPOSE the confirmation of Nolan Espinda as the Director of the Department of Public Safety and would like Mr. Espinda, Ms. Sonobe Hong, and Mr. Cummings to be relieved of their duties immediately and replaced with qualified and experienced professionals.

This entire administration has been a drain on taxpayers not to mention the employees morale. How many lawsuits have been paid out because of the management of Espinda, Sonobe Hong, Maesaka Hirata, and Cummings. Let’s get it right for once and bring in leadership that inspires excellence.
Escapes, riots, shootings, lack of policy, won’t issue tax payer paid for equipment, promotions of Sonobe Hong, Cummings, Ogata. Geez what more do you want. How is this even a choice. DPS needs to be thoroughly cleaned out.
In 4 years you submitted 5 policies you keep telling the legislature that Sheriff policies are okay even if they’re 25 years old. That’s deliberate indifference and you should be held accountable.
I’ve watched the news coverage of this director not issuing the equipment and weapons that are in the department inventory. This director is playing with peoples lives both the officers and the public. I can’t support someone who plays these games
As a retired law enforcement officer I can identify with the problems the department is having under Nolan Espinda. He does not deserve to be re-confirmed, and a number of changes need to be made in order to correct the numerous problems that have been occurring.

Also the Chief of Security at OCCC, Thomas Evans, who is big supporter of Nolan Espinda. How can someone with so much accusations by women at almost every facility he has been shipped to, get to keep his job, he was at the Women's Correctional Center, at Waiawa Correctional, and now at OCCC. He is toxic and running that place to the ground. The perimeter of the prison is rotted out and falling down, with pieces of wood holding it up. It is just a matter of time before a big riot and that fence won't be able to keep the inmate in. The morale is horrible, and who can blame the employees for not wanting to come to work. These are all the people that need to be held accountable.
