Whereas: The Commonwealth of Kentucky faces numerous immediate financial challenges as a result of record unemployment, decreases payroll tax revenues, and business closures.

Whereas: the educational system is in a state of chaos and uncertainty, presenting the families of The Commonwealth of Kentucky with undue stress and further financial hardship.

Whereas: Governor Andy Beshear has operated the Commonwealth of Kentucky in an indefinite state of emergency, suppressing voting, commerce, education, and entertainment.
