The Town of Groton is running headlong, lock-step with Respler Homes to develop a speculative 931 high end playland apartment complex for young professionals at the stunning Mystic Education Center property. This largest project in Town history is vexed with so many unproven assumptions and problems, yet the Town does not even think our citizens have a right to endorse it by means of a referendum.
Among many other issues, this huge private venture involves extensive infrastructure additions, road building, landscape destruction, and global warming, with over 2,000 people and more cars posing traffic concerns to all of Mystic – in short, an attack on Mystic. It changes the whole picture - think of the traffic mess you will face. The luxury apartments will need two incomes. Who pays for road improvements and sewage capacity?
This pandemic has taught us the best relief from quarantine comes from just being outside enjoying Nature. We see people walking and riding bikes everywhere. A path from the Mystic River boat launch passes up through woodlands and open fields to old stately buildings. Couldn’t the land be better used to enrich our lives?
Appallingly, the Town does not even have a tangible long term vision for our own use of it as a truly spectacular Town park, a script that has a far higher dollar value over time than the proposed private plan. I present such a park proposal here.

For a finished Town proposal, these elements would be carefully combined. All have signature buildings and water features that coordinate with each park. While you still can, visit the Mystic Education Center, drive all around it, and picture what a spectacular asset Groton could have for its entire people. I am certain you will join me in asking the Town to wake up and smell the roses. Building use would be restricted to low impact activities such as assisted living. Many people in the Town would be excited to participate and solve any issues! It doesn’t have to be all done at once.
This petition presents two items:
- The Town shall develop a proposal to recover the entire Mystic Education Center property for use as a Town park, based on the Wilcox, Harkness and Old Westbury park examples, with participation by Town citizens.
- The Town shall hold a Town-wide referendum to determine the will of its citizens for any commercial proposal or a special Town park.

Town needs to keep the scale of the project down to at least the size in the original RFP. If this developer cannot do it, what about other groups who submitted proposals? I think we can do better —- a lot better.
The citizens in our SE Conn area should give their input on this great opportunity. This would be a park where people can walk, where young kids could go swimming, where people of all ages could go and enjoy the arts at the the existing wonderful auditorium and perhaps even host our very own SouthEastern Regional Community Band.
The proposed building project on this site is far too large given that Mystic already struggles with traffic and parking. Building up this area will only take away from the towns charm. As a resident and small business owner in the town I believe it is only right to allow the people that live here to have a say in what happen with this land.
It should be a park Luxury apartments and no affordable housing. Light clutter and more noise pollution. transient occupation of young professionals in the middle of a quiet community of both historic and single family houses. The land values around it falling.Redundant main street. This is wrong on many levels.
I believe the community should have a say here. Wilcox Park is central in my family’s life, and that’s in another state! I live in Old Mystic and am tired of all the destruction to our land and wildlife. A park would be working with our environment, not against it.
I have read the proposals.
The community could better use this land to serve the tax payers and provide fields for our children use instead of allowing a developer to get rich.

Their estimate, 1700 automobiles entering and exiting by two narrow roads, a traffic and ecological disaster for the already overwhelmed community of Mystic.
