Οι τοπικές αρχές, οι επαρχιακές διοικήσεις, οι κτηνιατρικές υπηρεσίες και η αστυνομία αδυνατεί να εφαρμόσει μέχρι σήμερα τις πρόνοιες των υφιστάμενων νομοθεσιών για τα ζώα και συγκεκριμένα για τους σκύλους! Ως εκ τούτου, ο αριθμός αδέσποτων σκύλων στη Κύπρο συνεχώς μεγαλώνει! Επιλεκτικά οι αρμόδιοι, εφαρμόζουν την πρόνοια για θανάτωση αδέσποτων ζώων εάν μετά την 15η μέρα μετά την «σύλληψή» τους από τις αρμόδιες αρχές (τοπικές αρχές και κοινότητες), δεν βρεθεί ένας νέος ιδιοκτήτης! Οι τοπικές αρχές επέλεξαν να μην εφαρμόζουν την νομοθεσία περί μικροτσίπ (σήμανσης των σκύλων) ένα μέτρο που θα μείωνε την αύξηση των αδέσποτων. Η δε υποχρεωτική στείρωση τουλάχιστο των θηλυκών σκύλων έχει μείνει εκτός νομοθεσίας και ως εκ τούτου ο αριθμός των αδέσποτων συνεχώς μεγαλώνει!! Επιπλέον οι κακοποιήσεις μένουν ατιμώρητες! Η αστυνομία και οι κτηνιατρικές υπηρεσίες αδυνατούν να ανταποκριθούν στα καλέσματα φιλόζωων πολιτών σε σχέση με κακοποιήσεις και εγκαταλείψεις ή ακόμα και δηλητηριάσεις σκύλων! Στην Κύπρο δεν έχει εφαρμοστεί καμία πρόνοια του νόμου περί ευημερίας των ζώων. Ακόμα και οι δημοτικές και κοινοτικές αρχές που δια νόμου διατηρούν κυνοκομεία για τοποθέτηση των αδέσποτων μετά την «σύλληψή» τους, αφήνουν τα ζώα να διαβιούν σε άθλιες συνθήκες, να αναπαράγονται ανεξέλεγκτα, να διαβιούν στα περιττώματά τους, να μένουν ατάιστα και στο τέλος να θανατώνονται! Αντί λοιπόν να προβληματιστούν οι αρμόδιοι ως προς το πώς θα εφαρμόσουν τις υφιστάμενες νομοθεσίες, κάποιοι με αλλότρια κίνητρα, έρχονται να πλήξουν τα ζώα και το φιλόζωο κοινό της Κύπρου, ισχυριζόμενοι ότι με μια νέα νομοθεσία θα επιλύσουν τα προβλήματα της κακοποίησης των ζώων. Προτείνουν λοιπόν πλαφόν και περιορισμούς στον αριθμό κατοχής σκύλων. Προτείνεται η διατήρηση: 1 σκύλου σε διαμέρισμα, 2 σκύλους σε οικία εντός πόλεως και 4 σκύλους σε οικία σε μη κατοικημένη περιοχή! Εάν αυτή η νομοθεσία περάσει, τότε αντί να κτυπηθεί η ρίζα του κακού που είναι η ανεξέλεγκτη αναπαραγωγή σκύλων, η μη εφαρμογή της σήμανσης των ζώων, η τιμωρία της εγκατάλειψης και κακοποίησης, με αυτή την νομοθεσία θα χτυπηθούν οι φιλόζωοι και τα ζώα! Θα αυξηθεί ο αριθμός των θανατώσεων αφού το πλαφόν θα μειώσει την ζήτηση για υιοθεσίες, θα αποδυναμωθεί το φιλοζωικό κοινό που αντί να του επιτρέπετε να βοηθά τα ζώα θα στήνεται στο ειδώλιο του κατηγορουμένου (αφού οι φιλόζωοι στην προσπάθειά τους να διασώσουν ζώα έχουν υιοθετήσει ή φιλοξενούν μεγάλους αριθμούς ζώων). Επί της ουσίας οι ένοχοι για πραγματικές κακοποιήσεις , εγκαταλείψεις και δηλητηριάσεις ζώων θα παραμείνουν ατιμώρητοι!

Cyprus’ authorities have until this day failed to properly enforce the current laws pertaining to the welfare of animals and specifically dogs. Local authorities, the veterinary services and the police, have all proved to be deficient to enforce the laws! As a result, the reproduction of more and more dogs remains uncontrolled and these dogs end up as strays.The abuse of dogs, the abandonment and the poisoning of dogs, although are all addressed in the current laws, have not been addressed nor punished in any way up until this day! Local authorities are with the blessings of the Veterinary services and the state abusing animals themselves. The current law stipulates that the relevant authorities to “arrest” a stray dog are the local & municipal authorities. They hence arrest stray dogs and transfer them to unhygienic cages where animals die out of diseases, are left to reproduce , are left with no food, no water and no proper shelter. Also there are some local authorities and communities that with the blessings of the state, they shoot and kill stray animals on sight! As a result animal loving persons in Cyprus has each opted to adopt and take under their care quite a number of stray dogs. Now, the authorities, PRETENDING that this is a way to resolve the “abusive” behavior towards dogs, they come to fight against the animal lovers of Cyprus and they put a plafond (a limit) to the number of dogs that can be owned or taken care of by individuals. The law propositions state that ONLY 1 dog can be owned or taken care of if living in an apartment, 2 dogs if living in a house within the city and up to 4 dogs in houses outside the town! If the above law passes not only will it not resolve any of the aforementioned issues pertaining to animal welfare, but will also put animal loving persons into a state of being the accused ones for abuse if they pass the limit of dogs they have under their care. ANIMAL LOVERS WILL BE ACCUSED BY THE LAW IN CASE THEY OPT TO SAVE AN ANIMAL FROM DEATH! Real abusers will still remain unpunished, while animal lovers will NOT be able to help animals in need and hence the number of euthanasia for dogs will further increase in Cyprus! This law is hitting the animal welfare society beneath the belt, cause demand for adoptions of stray dogs will be strained, the number of dogs euthanized will go sky high and is estimated to exceed the previous years numbers that was over 100thousand dogs!

SIGN THE PETITION TO SAY NO TO THE LIMIT OF DOG OWNERSHIP! SAY NO TO THIS LAW THAT DOES NOT RESOLVE PROBLEMS FOR ANIMALS BUT ONLY MAKE IT WORSE! SIGN NOW AND HELP ANIMAL LOVERS PROTEST AGAINST THIS STUPID LAW THAT IS NOW IN THE PROCESS OF GOING THROUGH!

They will only apply the laws to those who work hard and are the responsible owners, I have been a victim of the dysfunctional and evil justice system, and the Municipalities vindictive harassment causing my life to become frail and unsettled because I helped to take and rehome unwanted animals which were living and dying on the streets due to the failure of the Authorities to do their job correctly. They are idiots without any qualification or brain. Laws like these will be twisted to victimise those who are good people all for gaining money and causing further distress. I left this country because they are spiteful and cruel to people, as well as animals!!

This law is unacceptable and was obviously drawn up without proper consultation with relevant organisations. Repeat - completely unacceptable. And what idf somebody currently has more pets? Are they supposed to be handed over for euthanasia? Ridiculous!

As long as you love and can care for the pets in your home then the government has no right to tell you how many animals you can have.....unacceptable.

This law is not addressing the problem. The Government should should appoint a government vet in each town Nicosia Limassol Larnaca and Famagusta solely for the purpose of neutering cats and dogs free of charge to the public as this will be a service to the public. Together with a media campaign, mass free neutering would turn the tide of the forever escalating problem of animal cruelty on the island.

If there are more registered dogs in homes, there will be less dogs on the street! Gov. should implement laws on Neutering, and subsidize this project!!!
