We, the people of North Carolina, petition for a change to state policy on sexual offense laws.

As of now, laws do not cover victims who were not forced into compliance, while sexual assault can be defined as any act of sexual contact without consent. Because of this, victims of sexual offenses that were not forced, but still did not give consent, are having a difficult time obtaining justice.

We demand that second degree sexual offense, as defined in Chapter 14 – Article 7a, be changed to include sexual assault victims that have not given consent but were also not force into compliance.

Its about time the law actually caught up with reality. Just because someone freezes up doesnt mean they wanted it to happen. Ridiculous that this is even a debate

Sometimes if it's an authority figure the girl will not say "No" fearing the consequences. The perpetrator goes free and the abuse of power continues in a vicious cycle. It's sickening. Although many like the old campaign of "No means no" I think it should be "Yes means yes. In other words, nothing should be done without the willing, verbal consent of both participants.
