We the undersigned residents of New Market Township living in Ellingboe Estates and Norway Hills (along with Wagon Wheel residents living on Livery Lane) do request a hold on plans to rebuild Livery Lane as described in the (2018 Wagon Wheel Trail Area Street Reconstruction Project) letter dated (07/25/2017) from New Market Township until a meeting can be held to allow all affected residents to examine and give input towards this project.

At a minimum, this meeting should allow for consideration of:

  • Shall New Market township resurface or rebuild and upgrade Livery Lane?
  • Explain why rebuilding/upgrading Livery Lane is advantageous to Ellingboe, Norway Hills and Livery Lane residents as opposed to resurfacing within existing maintenance appropriations.
  • Provide ALL engineering reports obtained by New Market township to support the need and benefit for upgrading and rebuilding Livery Lane versus resurfacing.
  • Assess the collateral damage to existing property and provide PLAN and BUDGET for remediation of property damage including custom driveway reconstruction and landscape restoration.
  • Provide accounting of taxes and levies collected (towards this road (Livery Lane)) and expenditures toward the same comparable to other similar road projects. What consideration is given to maintenance taxes collected and rebuilding a road before the end of its' projected useful life? Explain funding mechanism of Rebuild/Upgrade and affects on future taxes.
  • Provide a complete project plan including all budgetary items and time tables for Upgrade/Rebuild option.
  • Ascertain if the residents paying for the Livery Lane upgrade WANT this UPGRADE! Please read attached comments from petitioners.

The emails I receive from township officials remain dismissive of our concerns about the road project. I am spending my evenings sorting through past maintenance records to prepare for the inevitable confrontation. It is exhausting work but we deserve clear answers about how our tax money is being spent.

Many of the homes in question have in ground sprinkler systems. I count at least 11 homes with these systems. A fifteen foot cut into our lots will entail replacement of these systems. Is this expense in the plan?

Rebuilding Livery Lane will not increase our home values nor improve our daily lives. In addition, the assessment will make it much more difficult to sell our home as potential buyers will not view the extreme assessment costs as their expense. Resurfacing and maintaining the existing road is the only viable option to avoid unnecessary expense and burden for both the township and for us as residents.

Ellingboe Estates residents and Norway Hills residents need to understand the full scope and impact of this project, especially if it is to have tax and/or property value implication. New Market Township needs to hear from Elligboe and Norway Hills residents about why this feels excessive and unnecessary and may not be an ideal solution for the secluded lifestyle desired by many residents who call this area home. Moving forward with this project would be irresponsible.

Wagonwheel and Livery Lane have different road conditions, ages, and traffic history and the nature of their repair requirements are not the same. It is unfair to spread the cost of rebuilding Wagonwheel to residents on Livery Lane who are not in favor of such extensive reconstruction.

Your feasibility study indicates the streets in question are approaching 30 years old. As of the summer of 1994, the streets in question were not paved so they are not more than 23 years old. The reason we moved to the country is the charm of the country including the country roads. Please present more information as to why there isn't a solution short of the total reconstruction proposed.

Require information as to specific road defect or deficiency that supports replacement versus repair. Also what is the cost analysis or cost savings that supports replacement rather than repair? Neighborhood is entitled to further and more in depth information, a detailed analysis and the opportunity to have a question and answer meeting with the township.
