PLEASE NOTE: The feasibility report presented to the township board noted that there will be 12 properties that lose their landscaping planted in the road right of way. I count 11 properties that will lose their sprinkler systems installed in the right of way.
The study also designated 10 trees for removal
The feasibility study does not list the cost for replacement of the landscaping or sprinklers. Therefore, I assume that they will not be replaced and the property owner will not be compensated for their loss.

Many of the homes in question have in ground sprinkler systems. I count at least 11 homes with these systems. A fifteen foot cut into our lots will entail replacement of these systems. Is this expense in the plan?

We are against reconstruction of Livery Lane. Another concern is how w ill the road assessment be determined for our OUT LOT on the corner of Livery Lane and Norway Hills Trail?

Rebuilding Livery Lane will not increase our home values nor improve our daily lives. In addition, the assessment will make it much more difficult to sell our home as potential buyers will not view the extreme assessment costs as their expense. Resurfacing and maintaining the existing road is the only viable option to avoid unnecessary expense and burden for both the township and for us as residents.

I am with my neighbors, we do not need a full reconstruction. Some maintenance to fix the potholes that come back yearly. Please listen to the voices in this petition!

As a Livery Lane resident for 20 years, I am appalled the Township would even be considering a new road when routine maintenance of the current road is so poor. Potholes and surface issues go unfilled and unrepaired for 6+ months exacerbating road problems that continue to get worse year after year. Why should we believe the new road would be taken take of any differently? The taxes we pay today are certainly not being used to maintain our roads. It doesn't make logical sense that we pay for a new road, we need our current one fixed and maintained going forward. Let's start there.
I also have significant concerns with the amount of damage our driveways and landscaping would be subject to with this current proposal. What would the plan look like to compensate home owners for the damage that will occur? This could amount to more than the road assessment for many residents in the neighborhood and needs to be taken into consideration.

The lack of communication regarding a complete replacement seems to run true to form for New Market Township. The lack of any real maintenance to these roads and the increase traffic due to other road interruptions has added to the deteriation of the roads. And now you want to put in concrete curbing. How ridiculous. I would suggest you listen to the people in this matter.

The original road plan was approved by the county and the township. Was there something wrong with the plan? If so why was it approved? It has met all my needs and desires. We need and want the same as we originally bought. Just put it back the way it was. During all the home construction, concrete trucks, dirt trucks, block trucks, sheet rock trucks, fill trucks, rock trucks and other heavy equipment used the road and damaged it. That kind of traffic is now done. We do not need it to meet Co. Road 70 specs. It will never see that kind of traffic.
Grind off the driving surface down to the base, compact, level. fill and crown base and put on a full (at least 3-1/2") layer of blacktop. Maybe some drain tile where appropriate. Just as it was originally built except full thickness not 1-1/2" less than full as the original (final wear coat of 1-1/2"was installed over the initial 2" some years after the original--maybe should have been done sooner--would this final coat have helped prevent water intrusion? Most residential drive ways are thicker than 2". The delay in putting on this final layer contributed to the premature deterioration of the road. Again, who decided when to do this top layer?
The township approved snowplowing has damaged the asphalt curbs. The township or the plowing contractor should have that damage PROFESSIONALLY repaired and future contractors should post a bond to cover future plowing damage. IT IS POSSIBLE to plow these streets without damaging the curbs. Except for plow damage, the curbs are good for another 20 years if the board hires a good snow plow operator as they did last year compared to '96-'97 and '12-'13 when great damage was done.
Leave the boulevards and driveways alone. Also, as the AES Feasibility study says, the last chip seal was poorly done causing delamination. There is also delamination of the 1-1/2" final top wear surface. Both of these problems decreased the life of the roadway. Both of these

I am against full reconstruction of Livery Lane as proposed. In addition, I am disappointed with the lack of communication to the Livery Lane/Norway Hills residents of this costly proposal. Also would like the plan for property damage including custom driveway reconstruction and landscape restoration.

Ellingboe Estates residents and Norway Hills residents need to understand the full scope and impact of this project, especially if it is to have tax and/or property value implication. New Market Township needs to hear from Elligboe and Norway Hills residents about why this feels excessive and unnecessary and may not be an ideal solution for the secluded lifestyle desired by many residents who call this area home. Moving forward with this project would be irresponsible.

Lived on Livery Lane since the summer of 1994.
1. There has been been no maintenance done on our road. One coating in the late 90's, barely a street sweep in the spring.
2. A main drainage culvert is in front of our house. It has had no maintenance done to it since we built here.
3. No mention has been made of an overlay. Why should a major capital improvement be the answer when no effort has been made to provide other options, other than the obvious reason that capital improvements can be assessed to the "benefited residents" as compared to maintenance.
4. What is the cost of an overlay? The engineering report mentions options, but glosses over them without addressing the cost.
5. Are high maintenance costs by the township defined by one coating since 1994, minimal sweeping costs and no investment in coatings? Sounds like pretty low maintenance on the townships part for the road. An argument can be made the road should be resurfaced to avoid the water table saturation concerns and surface cracking concerns since there has not been an effort to control these issues previously.
6. Is the increased traffic flow referenced a reflection of increased traffic as a result of the traffic diversion to Livery Lane during the improvements on Hwy. 70? Unless you lived on Wagon Wheel and Livery Lane, NOBODY anticipated the increased traffic volume at 60 mph speeds during the two year period. Ask a city engineer if this was studied? Did we see efforts to slow down this increased traffic, from a volume or speed standpoint? EVERYONE knows the answer to this question.
7. Resurfacing is a less costly option, if improvement is necessary. So what if the engineering report comes back with a ten year pay back period. We have already lived thru 24 years with minor expenses spent for maintenance.
8. Sounds like the Supervisors made a decision for the most costly option with the lowest cost to the township, ie. no cost and all costs being shifted to a small minority.

I am not in support of this proposal. It is excessive and the data doesn't guarantee any upgrade to property values or relieve any fundamental issues. I also disagree with assessing norway hills because we drive in and out. That's like saying we all should pay for any road going into schools, shopping complexes etc. Are you going to assess the other streets when you have to replace our road? This should be a simple re-pave and call it done. Looks more like creating work for work sake to me at the cost of a lot of people that disagree with this project.
