Parliament should re-introduce licencing for all dogs. The licence fee should be set at a figure which would include all the administrative costs of introducing, maintaining and enforcing the scheme. The licencing details should be implanted on the animal as a microchip together with the name and address of the owner. Transfer of ownership must be recorded on a further microchip implant. Penalties for non-compliance should be severe enough to deter anyone from failing to licence their dog. All dog breeders should be obliged to ensure that any dog sold by them is properly licenced.
