Petition against Conflict of Interest and Corruption in the Nevis Island Administration (NIA)
There is compelling evidence that an Iraqi citizen was given permission by the Nevis Island Administration to purchase approximately ten (10) acres of crown land at Pot Works Estate, St. James’ Parish, Nevis. In accordance with financial regulations and practice, as stipulated by the Financial Administration Act, all moneys of the NIA should be deposited in the Consolidated Fund and not in private or personal accounts. However, there is evidence that an amount of US$1,500,000.00 for the purchase of the said lands was sent to Octagon Consultants and Services Limited, a company owned by Premier Vance Amory and his wife Verni Lee Amory. This is a glaring example of conflict of interest and corruption on the part of the Premier and his entire NIA Cabinet which discussed and approved the price and sale of the said lands.
We, the undersigned, strongly condemn these blatant unethical and improper actions of the Concerned Citizens Movement (CCM) led Nevis Island Administration and call for an urgent resolution to arrest this troubling situation through ensuring the following actions.
1. That fair and transparent land policies for the people of Nevis be strictly adhered to at all times!
2. That the Financial Intelligence Unit (FIU) immediately launches an investigation into this matter in order to protect the reputation of the Financial Sector and to ensure that good governance prevails in Nevis and the Federation.
3. That the entire NIA Cabinet resigns with immediate effect because of its involvement with and support of this nefarious transaction.
4. That an investigation be
conducted into the operations of First Fidelity Trust Ltd during the period
2002 – 2006, and the purported involvement of a member of the NIA Cabinet.

The sheer volume of people joining this fight proves the people of Nevis have had enough of the NIA lining their own pockets. Vance Amory and his cabinet clearly thought they could hide this corruption behind closed doors but the momentum is now impossible to ignore.

Unethical practices and behavior by Government officials is unacceptable as it sends the wrong message to honest, law abiding citizens.
Corruption has numb the society. Nevis , thanks to CCM has lost its moral compass. It is unfortunate that most Nevisians now accept that it is OK for government Ministers to steal. Many want to join government not for the love of country but to fatten their proverbial nest. CCM makes Sadam, and Assad look like Mother Teresa. Dr. Theodore Daniel

"Hon. Amory, who also holds the portfolio of Finance, introduced the bill today for its first reading in the Nevis Island Assembly. He said it was envisioned that the legislation, once enacted, would “protect the integrity of and prevent abuse of public office”. Elvan, The IPL Bill apparently only had its first reading in the Nevis a Island Assembly, according to the NIA press release. Someone can correct me if I'm wrong but I believe the Bill must be read a third time and passed. Was the Bill ever read a third time, in the Assembly?

Prime Minister Dr. Denzil Douglas has confirmed that investigations have started as to how USD$1.5 million had found its way into an account in bank here, even though the money had been returned to the source of origin in Iraq. Dr. Douglas, who is also Minister of Finance, said he had become aware that “a large sum of money arrived in the Federation from Iraq for the purpose of purchasing 10 acres of lands in Nevis owned by the Nevis Island Administration, CCM led (NIA). “I am aware that the banking system in St. Kitts in particular refused to accept the money and refused to lodge the money into the account of (Octagon Consultants Limited) that is owned by (Vance W Amory and his wife Verni Amory) He said that that even though the USD$1.5 million was returned to the place of origin (Iraq)“ we have been further informed that what appears to be the very same money – but with an INCREASED amount to it. The USD$1.5 million – then appeared in the banking system again this time in Nevis and in fact entered into a personal account of persons who were deemed to be ordinary persons who may not have had good reason to have such large sums of money deposited in their account”. “I understand that some action has been taken by the management of the bank with regard to the staff (Lorna Hunkins and Denise Walters) that might have been involved,” Dr. Douglas said without elaborating.

This is a prime example of corruption in its truest form. Vance Amory needs to resign and be charge with criminal intent to elude the federal goverment of his acts of corruption and potential money laundering. Also, Iraq as a nation is a nation that is on the sanction list and any involvement non-trasparent activities with Iraq can place Nevis back on the"Black List". Lock the crooks up,you know they are. Save us the long intanglement and please just turn yourself in to the police Mr. Amory.
