A PETITION FOR THE SETTING UP OF
AN INDEPENDENT, TRANSPARENT, AND FORENSIC INVESTIGATION INTO THE MINISTRY OF WORKS [PWD]
CONCERNED about the general welfare of all citizens and residents of Antigua and Barbuda;
AWARE that without full disclosure of all the facts related to the unauthorized spending of some $15,000,000.00 to purchase some 200 or more vehicles, the citizens and residents will continue to speculate as to:
• Who the players in the scandal are
• Who authorized the spending of the monies
• Whether any rules, regulations or laws were broken
• Whether there were other financial irregularities in this matter
• The private persons to whom the vehicles were given
• Why the Comptroller of Customs resigned
• Why the Permanent Secretary in the Ministry of Works was transferred
• Why the Minister of State in the Ministry of Works was transferred
• Why staff at the Treasury Department were transferred
• Whether employees of the Port Authority and Customs Division were involved in the scandal
• Whether the Antigua & Barbuda Transport Board was part of the scandal
• Whether there was a conspiracy that led to the scandal.
IN THOSE CIRCUMSTANCES
WE, THE UNDERSIGNED, KNOWINGLY AND VOUNTARILY, CALL ON HIS EXCELLENCY SIR RODNEY WILLIAMS, GOVERNOR-GENERAL OF ANTIGUA AND BARBUDA, AND THE CABINET OF ANTIGUA AND BARBUDA, JOINTLY OR SEVERALLY, TO EMPANEL AT THEIR EARLIEST CONVENIENCE SUITABLE AND QUALIFIED PERSONS TO CONDUCT AN INDEPENDENT, FAIR, AND TRANSPARENT FORENSIC INVESTIGATION INTO THE VEHICLE SCANDAL ARISING OUT OF THE MINSTRY OF WORKS AND ANY OTHER MINISTRY OR RELATED GOVERNMENT DEPARTMENTS OR STATUTORY BODIES.
We need a private investigation, soonest. Anything less is leaving a heavy, dark cloud of guilt over the Finance Minister and Public Works Minister heads.

An independent investigation into this criminal activity, acknowledged to be such by the Prime Minister himself, is totally warranted. The Bar Association and other NGO's have a duty to demand such an investigation on behalf of the citizens of Antigua and Barbuda. Their silence is deafening.
