
Lansing Safe Housing Petition


This petition is to show support for the priorities of the Lansing Neighborhood Summit for Safe Housing listed below: (housingsummit.org)
1. Advocate that the Mayor and City Council amend the City of Lansing 2015/2016 proposed budget, to be adopted on May 11, 2015 to:
a) add code enforcement officers dedicated to rental registration and inspection
b) establish fees for unregistered rentals
2. Advocate for policy changes in 2015 to ensure:
a) Prompt re-inspection and correction of property code violations in Lansing rental housing
b) Large-scale effort to get unregistered rental property registered, inspected and free of violations
3. Facilitate further discussions of problems and potential solutions related to:
a) Land Contracts: problems relating to the renting of land-contract sale properties properties in foreclosure
b) Lead Safety: "lead clearance" as part of the certificate of compliance for rental property
c) Vacant Property: strategies for safety and appearance of vacant structures
d) Landlord Education and Accountability: landlord licensing that includes some or all of the following:
· Application form listing all rental properties
· Annual or one-time registration fee
· Verification that no debts are owed to the city in the form of property or income tax, fees, fines or assessments
· Annual workshop for landlords owning property with code violations on the most recent inspection, or a three-year refresher workshop for landlords owning property without violations in the most recent inspection
· Monthly monitoring fees on occupied properties owned by landlords without a valid landlord license
· License revocation process
