Members of the Sangguniang Panlungsod
City Government of Dasmariñas, Philippines

Dear Honorable Officials,

I am writing to you not only as a concerned citizen of Dasmariñas City, but as an Overseas Filipino Worker (OFW) who recently returned home for a short vacation. To my dismay, during my stay, I experienced firsthand the unacceptable water conditions that have become a daily struggle for my family and neighbors.

Despite paying monthly water bills regularly, our household faced constant water interruptions, low pressure, and on many days, no water at all. There were times we had to wake up at dawn just to collect enough water for basic needs. This has been a painful and frustrating experience, especially for someone who only wanted to spend quality time with loved ones after working hard abroad.

What made it more troubling was learning that this has been going on for years, and yet no sustainable solution has been put in place. Families are being forced to buy water for drinking, cooking, and bathing. Some even rely on neighbors with deep wells or buy water by the drum — an added financial burden that should not exist in a city managed by a private utility like PrimeWater.

As an OFW, I send remittances home and pay my share of local taxes and utilities. I, like many others, expect that our local government ensures basic services — especially clean, reliable water — are accessible to every household.

With this letter, I respectfully call on your offices to take immediate action. I join my fellow citizens in demanding:
1. A full investigation into PrimeWater’s operations and service delivery in Dasmariñas.
2. Public transparency on the city’s agreement with PrimeWater.
3. Accountability for continued service failures.
4. A review of all possible solutions, including the termination of PrimeWater’s contract if they are found negligent or unfit.
5. Urgent interim solutions to restore consistent and clean water supply for all affected barangays.

I hope that our leaders will stand with us — your constituents, including OFWs who continue to support our families and communities from abroad.

Attached to this letter are the names and signatures of fellow Dasmarineños who share this concern and are calling for immediate action.

Thank you for your attention and commitment to resolving this serious issue.

Sincerely,
Rosh Princess E. Salaver
Concerned OFW and Resident of Dasmariñas City

You're making things so hard for us. We have jobs, but we still have to stay up late just to collect water. It only becomes available from 12am onwards. And when it finally comes, it's filthy—unfit for use. How much more do we have to endure?

Sobrang itim at amoy burak ang aming tubig kaya naman hindi na namin binubuksan ang gripo ngunit may 700-1,000 monthly bill pa din kami. Senior na po ang magulang kong pinag-iigib niyo pa. Sobrang perwisyo.
