Object to the proposed HRO on the grounds that it could:

• Impose unnecessary bureaucracy
• Undermine the independence of local businesses
• Introduce unclear and potentially onerous licence terms
• Grant the council disproportionate enforcement powers
• Remove the rights of water users that have been enjoyed for hundreds of years
