XXX Declaration of No Confidence in Superintendent Dr. Judy Benson-Clarke by the Parents & Citizens of The Town of Sprague, CT
We, the Parents of Sayles School and the citizens of Sprague, CT hereby declare we have no confidence in the leadership of Superintendent Dr. Judy Benson-Clarke and request for her contract with the Town of Sprague to be terminated immediately by the elected Board of Education for the following reasons:
I. There is a widespread dissatisfaction with the Superintendent's leadership. Dr. Benson-Clarke has brought turmoil within the district. Since she has been hired her decision-making abilities have been questionable.
II. The limits of Superintendent Benson-Clarke's employment have been marked by irresponsible fiscal management and failed policy compliance. For example; after cutting programs from the children including field trips, Project Oceanology & Bowling club due to lack of money, she hired a Building Administrator to do duties listed in her contract at $90,000 a year without consulting the BOE. At this time a finance director, assistant to special education from Eastconn and 2 secretaries have been hired after Superintendent and BOE stated the budget was too emcumbered to give back to educational programs. Additionally, health insurance stipends have been cut from non-certified classroom aides while Superintendent Benson-Clarke received a $6,000 salary raise.
III. The Superintendent's behaviors have directly resulted in a reduction in the school's parent involvement and created obstacles in the lines of communication between the BOE, it's staff, and parents/community members. There has been a history of intimidating behavior from the Superintendent towards parents and teachers since the beginning of her contract. Staff members and teachers at Sayles School are afraid to come forward with concerns for fear of termination from their employment.
IV. The Superintendent has complete disregard of parents' and teachers' legitimate concerns about numerous issues within the district and has ineffective public relations; the Superintendent refused to answer parent questions at recent BOF and BOE town meetings.
We call upon the Town of Sprague Board of Education to immediately terminate Superintendent Dr. Judy Benson-Clarke for these listed reasons.

Benson-Clarke continues to bleed our district dry while lining her own pockets and ignoring the board. I am hearing from more families every single day who are sick of the excuses and the blatant mismanagement of our children's futures.

The sheer weight of this support proves that Sprague refuses to tolerate Dr. Benson-Clarke and her blatant mismanagement any longer. The Board of Education can no longer pretend this is just background noise while our community demands her immediate termination.

As a parent of a special needs child myself I can say JBC has done nothing for me or my son. She has shown up to ZERO PPTs or SAT meetings. In fact, I don't even know where her office is. Over the last three years I have left Judy several voicemails and sent emails when I wasn't thrilled with the lack of accommodations being made for my son. To date, not one has ever been answered.
I am a student at Sayles School. I honestly am horrified of this woman and what she has done at this school is just terrible. It seems as if she has no respect for the teachers, students, and parents of sprague.
No communication with parents and towns people. Does not know her own budget. Intermidates her teachers and staff to the point where they will not speak even to there own union reps. Buys a 800 dollar office chair. Put in a option in the budget to cut kindergarten to half day program
After the BOF meeting where she refused to answer questions, the tour that was offered where she left Jean to answer questions that she had no part of, and the BOE meeting where she told us over and over how humble she is, I am completely and utterly disgusted.
This woman fought me tooth and nail about services for my son. She insisted that he did not qualify for an IEP. As soon as I left the district, his new school called a PPT. They had some concerns. He has been diagnosed with aspergers, ADHD, anxiety disorder, and a learning disability with written expression. If he were still attending Sayles, I would still be fighting for services that this woman insisted he didn't need. She has no business working in a school.

I worked at Sayles School for 15 years. I took a personal leave of absence in 2014. I made my decision not to return to Sayles School when I learned Dr. Benson-Clark would be the new superintendent.
