We, the Deaf Community, would like to have NYS law under Section 19A to be removed because it has been proven to be unbiased and discrimination to Deaf people. We also want your support for a permanent waiver for all people from any hearing regulations for their commercial driver’s license (CDL).

Currently, if a deaf or hearing person goes to different agencies. There will be a different answer from every agency. There are no ways to properly measure a hearing test equipment to verify whenever the deaf person will be a safety concern due to sounds, including words verbally spoken within 5 feet, and from behind forced whispers. Currently, deaf and hard of hearing people have been receiving waivers finding that their skills are way beyond what a hearing regulation requirements. They found that modern eighteen wheeler trucks already have many build in technologies to help the people hear things due to inside the cab is very loud. It is almost impossible to hear anything inside the cab. If no two agency has the same results, why are deaf and hard of hearing people put in a difficult position to hear when there are no safety concerns of a deaf person driving a eighteen wheeler truck.

We, Deaf Community, are asking for all citizens from New York State, to sign this petition. And, we hope your signature will show the assembly that they need to bring the A9309 bill on the Assembly floor so the Assembly members can vote and pass for a NYS law that will give deaf people a permanent waiver to hold their CDL A to be able to drive trucks and shuttle buses in NYS. Please support the deaf community because automobile insurance companies found that deaf people are better drivers due to their reception skills. With this fact, they should be allowed to drive large trucks too
