We seek a local exception to the county code which would allow us to run our dogs off leash in the median strip between the two big ball fields at Jess Martin Park south of Julian. The code, as written, allows for such an exception by the park ranger. An exception would allow dog owners, as well as park staff, more control over both rules and times of use.

It seems to be an area not otherwise used, could easily be bounded with a small span of temporary fencing and would expand the recreational use of Jess Martin Park. As it stands today we believe there is a greater risk of dogs interacting negatively with pedestrians as we are all confined to the narrow sidewalk encircling the ball fields.

It is our intent to present our request to the Park Committee at the meeting on Tuesday, June 21 at 7:00 in Room 4 of the high school. We wish to demonstrate that there is strong community interest for a leash-free dog area and that it can be a win-win situation for everyone.
