Request to change current HOA bylaws and towing policy.

https://law.lis.virginia.gov/vacodefull/title46.2/chapter6/article3/Virginia State Law 46.2-646. Expiration and renewal of registration. Section E states:

No law-enforcement officer shall stop a motor vehicle due to an expired registration sticker prior to the first day of the fourth month after the original expiration date.

If the state allows for four months the HOA should as well. In addition to amending the policy to reflect the state law, the residents recommend the following as well:

1. All numbered spots shall be treated as the homeowner's private property (driveway). HOA shall notify resident within 48 hours of the possibility of being towed. This will allow the resident the opportunity to provide documentation to HOA or Managment Company that may prevent towing. Even with receipts and documentation posted in windshields, residents vehicles have still been towed with the excuse from the towing company being "oh well I didn't see it." Residents understand that the visitor spots are not the property of the homeowner, but of the association and no notice should be required for vehicles parked in visitor spots.

2. Also request that the HOA change the towing company that currently operates within Leeds Square. Empire Towing has a current rating of 'F' on the Better Business Bureau and has 27 reviews on yelp with a rating of a 1 star. In addition there have been many negative confrontations in person and verbal some with the operator threatening to beat a woman's ass. This is not a company we want associated with Leeds Square. One that incites violence and threatens women. They are also based in Fairfax County so when a resident calls to make a complaint to the Fairfax County Consumer Affairs on their receipts they state they cannot help us because we are in Fauquier County. And when you call the Fauquier County equivalent, the Fauquier County Community Development, they state they cannot help us because they are based out of Fairfax County. We request that we use a local company Foster's Towing or Rusty's Towing so that we may also keep our small businesses of Warrenton thriving and able to hold each other accountable.
