THE POLICE HAVE NO APPROPRIATE KNOWLEDGE TO DEAL WITH THESE INCIDENTS AND DO NOT HAVE THE MANPOWER TO PATROL AND INSPECT PROBLEM AREAS. THUS, WE NEED ANIMAL RIGHTS INSPECTORS WITH LEGAL POWER TO 1) REMOVE ANIMAL FROM IMMEDIATE DANGER AND INHUMANE ENVIRONMENTS 2)PROSECUTE OFFENDERS 3) LEGALLY ABLE TO FINE ANY OFFENDERS.
