We are a group of citizens across the nation who deeply care about animal welfare and have become sickened by the horrifyingly cruel acts from uncaring, or otherwise evil individuals, against those who have no voice. We wish to officially petition that a bill be passed to appoint a COMMISSION FOR ANIMAL WELFARE to The White House. Serial killers began by torturing and abusing animals. This is one of the early signs. And now there is a rash of serial killers of young women across our nation. This is one certain way of early prevention. And we don't believe that a crime against an animal ought to be punished any less than a crime against a human being. Animals do not kill for the pleasure of it. Serial killers do.
