We, the undersigned voters and music fans of the State of Florida, support the adoption of the “AI Authorship & Audio Transparency in Music Act,” also known as the AI Music Clarity Act.

Artificial intelligence is rapidly transforming music creation. While AI can be a powerful tool, the public deserves to know who — or what — actually wrote and performed the music they are listening to.

This amendment does not ban AI. It does not limit creativity. It simply requires honesty and transparency when AI systems create substantial parts of a musical work.

What the Amendment Does

Tier 1 — Disclosure for AI-Generated Composition

A song must disclose “AI-Composed” when more than 50% of the core creative authorship — melody, harmony, lyrics, musical structure, or thematic elements — was generated by an artificial intelligence system rather than a human being.

This disclosure would appear on:

  • Streaming platforms
  • Physical releases
  • Metadata and publishing credits
  • Copyright filings

Misrepresenting AI-generated composition as human-authored would be treated as a deceptive commercial practice.

Tier 2 — Disclosure for AI-Generated Audio Performance

If artificial intelligence generates:

  • a synthetic singing voice,
  • an instrument performance that imitates a human player, or
  • stems designed to mimic a real performer,

then this must be disclosed in the song’s credits and technical metadata.

This protects listeners and prevents impersonation without burdening normal studio production.

Tier 3 — Exemption for AI Production Tools

The Act does NOT require disclosure for standard production tools, including:

  • AI EQ, compression, reverb
  • AI mastering
  • AI-assisted mixing
  • AI tone modeling
  • Noise reduction or cleanup tools

Production technique is not regulated. Authorship and performance honesty is.

Why This Matters

This Act protects:

  • Songwriters
  • Performers
  • Independent artists
  • Listeners
  • The integrity of music as an artform

It does not restrict creative freedom or prevent anyone from releasing AI music.

It simply ensures transparency where AI replaces core human authorship or human performance.

Florida can lead the nation with a simple principle:
