We, the students of New Capital College (NCC), Ratnanagar, Chitwan, ask the concerned authorities to review the enforcement of hair-related rules and make sure no student is blocked from classes or examinations because of hairstyle alone.
Students with longer hair have reportedly been told to cut it, and in some cases have faced restrictions or warnings about attendance and entry to the college if they do not comply. Some have also been told not to attend college and warned that they may have to leave the institution. We understand the need for discipline and for students to follow reasonable college rules. But discipline must be fair, consistent, and respectful, and it should never put a student’s education, examinations, or academic continuity at unnecessary risk.
Education is not something that should be interrupted over a matter that can be handled through clear rules and calm discussion. When students do not know what is expected, or when rules are enforced unevenly, it creates fear and confusion instead of a healthy learning environment.
We respectfully request that the authorities review the current rules and how they are being applied at New Capital College, provide students with a clear explanation of the rules and the basis for enforcing them, and ensure that any disciplinary measures follow applicable laws, regulations, and due process. We also ask for constructive dialogue between students, the college administration, and the relevant local authorities so this matter can be resolved peacefully.
Our request is simple: allow NCC students to continue their education in a respectful and supportive academic environment.
