We ask the Village of Hamel to place an advisory public question on the April 6, 2027 Consolidated Election ballot so Hamel voters can decide whether the Village should permit residents to keep a limited number of backyard hens under reasonable regulations.
The question would read: “Shall the Village of Hamel permit residents to keep a limited number of backyard hens under reasonable regulations established by the Village?”
This vote would NOT write or enact an ordinance. It would simply give the people of Hamel a direct way to speak to our elected officials. An advisory vote would let residents vote plainly about whether they support regulated backyard hens, while leaving the details to the Village to consider if the question passes.
Right now, Hamel has restrictions concerning poultry and fowl, along with conflicting wording about pets. Residents have raised reasonable concerns and also reasonable ideas for how a backyard hen ordinance could work. Those include limits on the number of hens allowed, no roosters, secure coops and enclosures, sanitation and waste, feed storage, noise and nuisance concerns, and property and neighborhood standards.
This online petition is being used to show community interest. It is not the official statutory referendum petition required by Illinois election law. A separate formal petition will be prepared if the statutory petition process is pursued.
Our request is simple: let Hamel voters have the chance to weigh in on this local question, in public, at the ballot box.
I believe Hamel residents deserve a voice in deciding whether backyard hens should be allowed under reasonable regulations. I want the Village to give this issue a fair discussion and let the community have a say in the outcome.
