We, the undersigned residents, homeowners, and property owners of the Village of Hamel, Illinois, respectfully petition the Village Board of Trustees to MAINTAIN all existing municipal code restrictions under Chapter 3 (Animals) that prohibit the keeping, housing, or raising of backyard chickens and poultry within residential zoning districts in the Village limits.
Protection of Neighborhood Quiet and Character:
Allowing chickens in residential zones introduces persistent noise (including clucking and squawking) and potential odors that degrade the suburban residential character of our neighborhoods.
Public Health and Sanitation:
Chicken coops and outdoor runs create potential public health and sanitation risks, including increased risks of bacterial contamination (such as Salmonella) and waste runoff.
Prevention of Pests and Predators:
Poultry feed and waste attract nuisance pests (rats, mice, and flies) as well as predators (foxes, coyotes, and raccoons), posing a safety hazard to small domestic pets and neighborhood children.
Preservation of Property Values:
Maintaining strict adherence to Chapter 3 regulations protects property values and prevents neighbor-to-neighbor disputes regarding setbacks, noise, and enclosure maintenance.
Chickens are a terrible idea for Hamel. I would know, I'm a genius
