We urge Arizona leaders to halt HOA authority over public city streets in Casa Grande and across the state, and to stop non-gated HOAs from using aggressive enforcement, fines, and tow threats against people who park legally on streets built, maintained, and patrolled with municipal taxpayer dollars.

Public streets belong to everyone in the community. They should be governed by city code, not by private associations extending their reach beyond neighborhood walls. When HOAs claim control over street parking on roads that are open, public, and paid for by local taxpayers, they create confusion and unfair punishment for residents who are simply trying to live their daily lives.

This issue is especially hard in today’s economy, where housing costs make it nearly impossible for young adults to afford their own homes. Many multi-generational families are living together just to get by. In those households, driveways and garages often cannot hold every working adult’s vehicle. Banning safe, legal street parking permitted under city code places a heavy burden on families already under pressure, forcing them to choose between stability and convenience.

It also raises real safety concerns. Aggressive parking enforcement can interfere with access to driveways and make it harder for emergency medical services to reach elderly and vulnerable residents when every minute matters.

We ask that HOA authority over public city streets be stopped, and that residents’ right to use public parking under city rules be protected. Arizona families should not be punished for making use of the public streets their taxes help support.
