1. PURPOSE
We, the undersigned tenants and residents of The Leo, submit this petition to formally raise our collective concerns regarding the ongoing deterioration of living conditions, inadequate maintenance, poor communication, inconsistent service delivery, financial transparency concerns, and safety issues experienced by residents.

While we acknowledge that residential management may face operational challenges, the concerns outlined below are recurring, widespread and materially affecting the quality of life, safety, health, finances and rights of tenants.

This petition is therefore not merely a complaint. It is a formal request for corrective action, accountability and meaningful engagement between management and the residents of The Leo.

2. WHAT ARE THE PROBLEMS?

2.1 Smoke entering residential rooms through ventilation systems

Residents have experienced smoke entering rooms through the ventilation system, affecting the air quality within private living spaces.

This creates an unpleasant and potentially unsafe living environment, particularly where residents have no practical means of controlling where the smoke originates or how it enters their rooms.

What should happen:

  •  Management must investigate the ventilation system and identify the source of the smoke. 
  •  Necessary maintenance and repairs must be undertaken. 
  •  Residents must be provided with a clear process for reporting smoke-related incidents. 
  •  Management should communicate the findings and corrective measures to affected residents.

2.2 Inadequate fumigation and serious cockroach infestation

Residents continue to experience cockroaches throughout the building, including in sleeping areas and private rooms.

The apparent lack of regular and effective fumigation has resulted in conditions that are unacceptable for a residential property.

Residents should not have to live, sleep or store food in environments where cockroaches are routinely present.

What should happen:

  •  A professional, building-wide fumigation programme must be implemented. 
  •  Fumigation should not be limited to individual rooms when the problem is clearly affecting common areas and multiple units. 
  •  Management should provide residents with the fumigation schedule in advance. 
  •  Follow-up treatments should be conducted where necessary. 
  •  The underlying causes of the infestation, including waste management, drainage and building maintenance, must also be addressed. 



2.3 Poor cleaning and unacceptable condition upon moving in

Tenants have reported that rooms are not adequately cleaned before occupation.

Concerns include:

  •  Dirty windows; 
  •  Dirty curtains; 
  •  General inadequate cleaning; 
  •  Rooms being handed over without being properly prepared for new occupants. 

In some instances, these issues remain unresolved well after occupation.

What should happen:

  •  Every room must undergo a documented deep-cleaning process before a new tenant moves in. 
  •  Windows, curtains, floors, bathrooms, kitchens and other relevant areas must be properly cleaned. 
  •  Tenants should be provided with an opportunity to inspect and report defects/cleaning concerns upon occupation. 
  •  Management should establish reasonable turnaround times for resolving reported cleaning issues.



2.4 Inconsistent and unclear rental fees

Tenants have experienced inconsistencies in rental charges, creating uncertainty about the actual amount payable each month.

Rental charges should be transparent, predictable and properly communicated.

What should happen:

  •  Management must provide tenants with a clear breakdown of all rental charges. 
  •  Any changes to rental fees must be communicated formally and in accordance with the applicable lease and legal requirements. 
  •  Tenants should receive written explanations for unexplained differences in charges. 
  •  A standardised rental statement should be made available to every tenant.



2.5 Hidden or unexplained charges for unused services

Tenants have raised concerns about being charged for services that they do not use or cannot reasonably access, without adequate explanation.

This creates significant concerns regarding transparency and fairness.

What should happen:

  •  All additional charges must be clearly itemised. 
  •  Management must explain the contractual and operational basis for each charge. 
  •  Tenants must be provided with an opportunity to query disputed charges. 
  •  Charges for services that are unavailable, unusable or not provided should be reviewed and appropriately addressed.



3. RECURRING ELECTRICITY OUTAGES

One of the most serious concerns raised by tenants is the repeated interruption of electricity services.

Residents have observed electricity outages occurring repeatedly and, in some cases, around specific dates each month.

These interruptions significantly affect:

  •  Cooking; 
  •  Studying; 
  •  Working remotely; 
  •  Charging electronic devices; 
  •  Food storage; 
  •  Personal hygiene and daily living; 
  •  General security and wellbeing. 

Where electricity interruptions are recurring or foreseeable, residents require proper communication and contingency planning, rather than being left without adequate information or support.

What should happen:

  •  Management must investigate and disclose the cause of recurring electricity interruptions. 
  •  Residents must receive timely communication regarding planned or anticipated outages. 
  •  A proper emergency/contingency plan must be implemented. 
  •  Adequate alternative arrangements must be provided where outages extend for unreasonable periods. 
  •  Management must communicate expected restoration times and provide updates when circumstances change.



4. RECURRING WATER OUTAGES

Residents have also experienced water interruptions, which further compromise basic living conditions.

Access to water is essential for sanitation, hygiene, cooking and general daily life.

What should happen:

  •  Management must communicate the reason for water interruptions. 
  •  Planned outages must be communicated in advance wherever reasonably possible. 
  •  Emergency water provisions should be made available during prolonged interruptions. 
  •  Management must provide realistic restoration timelines and updates.



5. UNSAFE AND NON-FUNCTIONAL ELEVATORS

Tenants have raised concerns about the condition, reliability and safety of the elevators.

Elevators are sometimes not operational, while concerns have also been raised about their safety.

This is particularly concerning for residents who rely on elevators for daily access to their rooms and essential facilities.

What should happen:

  •  Elevators must undergo regular professional inspection and maintenance. 
  •  Any elevator presenting a safety risk must be taken out of service until appropriately repaired and cleared for use. 
  •  Maintenance records and servicing schedules should be properly maintained. 
  •  Residents must be informed when elevators are unavailable and provided with reasonable alternatives where necessary.



6. MANAGEMENT VISIBILITY AND LACK OF ACCOUNTABILITY

A major concern is the limited visibility and accessibility of management when residents raise legitimate concerns through the appropriate channels.

Tenants have attempted to communicate issues through emails and other established reporting channels, yet responses are often delayed, inconsistent or absent.

This creates a situation where residents are required to repeatedly follow up on matters that should have been acknowledged and resolved through normal property-management processes.

What should happen:

  •  Management must establish clear response timelines for tenant complaints. 
  •  Every formal complaint should receive an acknowledgement. 
  •  Residents should be provided with a reference number or record for significant complaints. 
  •  Outstanding matters must be tracked until resolution. 
  •  Management should hold regular tenant engagement sessions. 
  •  A designated senior management representative should be available to engage with residents on recurring or serious matters.
7. POOR COMMUNICATION

Communication between management and tenants remains a significant concern.

Residents require timely and accurate information regarding:

  •  Electricity outages; 
  •  Water outages; 
  •  Maintenance; 
  •  Fumigation; 
  •  Elevator failures; 
  •  Rental charges; 
  •  Building-related emergencies; 
  •  Changes affecting their tenancy. 

What should happen:

Management should establish a formal communication protocol, including:

  1. Prompt acknowledgement of tenant complaints; 
  2. Clear response timelines; 
  3.  Regular updates on unresolved matters; 
  4.  Advance notification of planned service interruptions; 
  5.  A centralised communication channel for building-wide notices; 
  6.  Regular meetings between management and tenant representatives.


8. UNREASONABLE, UNCLEAR OR PROBLEMATIC LEASE CLAUSES

Tenants have raised concerns regarding certain provisions of the lease that appear to be unreasonable, unclear, misleading or potentially inconsistent with the practical rights and obligations of tenants.

Of particular concern are provisions relating to termination of the lease and the process to be followed when a tenant provides the required notice.

Where a tenant has served the required notice in accordance with the applicable lease terms and legal requirements, the tenant's account, rental obligations and/or lease status should be formally adjusted to reflect the effective termination date. Tenants should not continue to be treated as liable beyond the applicable notice period merely because internal administrative processes have not been updated.

What should happen:

  •  Management must review the lease clauses relating to notice, termination and cancellation. 
  •  The lease should be appropriately amended where necessary to clearly reflect the rights and obligations of both parties when a tenant serves notice. 
  •  The lease must clearly state the effective date on which a tenant's obligations terminate following valid notice. 
  •  Once valid notice has been served, the tenant's account and rental charges should be adjusted accordingly, subject to the applicable notice period and lawful contractual obligations. 
  •  Tenants should receive written confirmation that their notice has been received and processed. 
  •  Any charges that continue after the effective termination date must be clearly justified and communicated to the tenant. 
  •  Any lease provision that is found to be ambiguous, unreasonable or potentially inconsistent with applicable legislation should be reviewed and amended accordingly. 

 

9. WHO IS AFFECTED?

These concerns affect tenants and residents of The Leo, including individuals who depend on the residence as their primary accommodation.

The impact extends beyond inconvenience.

These conditions affect residents':

  • Health and hygiene;
  • Safety and security;
  • Academic performance;
  • Ability to work and study;
  • Financial planning;
  • Food storage and preparation;
  • Mental and emotional wellbeing;
  • Right to enjoy their rented accommodation without unreasonable disruption.

The fact that multiple residents experience similar challenges demonstrates that these matters should be treated as systemic property-management concerns rather than isolated tenant complaints.

10. WHAT WE ARE ASKING MANAGEMENT TO DO

We, the undersigned tenants, formally request that The Leo Management take the following corrective actions:

Immediate actions

  1.  Conduct an urgent inspection of the building and affected residential areas. 
  2.  Implement professional fumigation and pest-control measures. 
  3.  Investigate smoke entering rooms through ventilation systems. 
  4.  Address outstanding cleaning and maintenance issues. 
  5.  Investigate recurring electricity and water outages. 
  6.  Assess and repair unsafe or non-functional elevators. 
  7.  Provide transparent explanations for rental discrepancies and additional charges. 

Lease and administrative corrective actions

  1. Review and amend the lease agreement, particularly provisions relating to notice, termination, cancellation and tenant obligations following the submission of notice. 
  2.  Ensure that when a tenant validly serves notice, their lease/account is administratively updated to reflect the applicable termination date, and that rental charges and other obligations are adjusted accordingly. 
  3.  Provide tenants with a written acknowledgement and confirmation of the effective termination date when valid notice is submitted. 
  4.  Review any charges applied after a tenant's effective termination date and provide a written explanation where such charges are disputed. 
  5.  Ensure that lease provisions accurately and transparently reflect the rights and responsibilities of both tenants and management. 
  6.  Establish clear complaint-response and escalation procedures. 
  7.  Improve communication regarding outages, maintenance and building operations. 
  8.  Establish regular tenant-management engagement meetings. 
  9.  Provide residents with written progress updates on unresolved matters.




11. REQUEST FOR A FORMAL TENANT-MANAGEMENT MEETING

We further request that management convene a formal tenant engagement meeting with representatives of the residents.

The purpose of the meeting should be to:

  •  Present the concerns contained in this petition; 
  •  Allow tenants to raise additional concerns; 
  •  Obtain explanations from management; 
  •  Agree on corrective measures; 
  •  Establish realistic deadlines; 
  •  Assign responsible persons for each action; 
  •  Establish a mechanism for monitoring progress. 

We request that the outcomes of this meeting be recorded in writing and circulated to the affected tenants.


12. OUR POSITION

We understand that managing a large residential property comes with operational challenges. However, operational challenges cannot become a permanent justification for recurring failures that materially affect tenants' living conditions.

Tenants pay rent with the reasonable expectation of receiving safe, clean, functional and reasonably maintained accommodation, together with transparent charges and appropriate communication from the property management.

We are therefore calling for action, accountability and meaningful engagement — not simply acknowledgement of complaints.


13. PETITION DECLARATION

By signing this petition, we confirm that we support the concerns raised above and request that The Leo Management formally acknowledge receipt of this petition and provide a written response outlining:

1. What will be addressed;
 2. How it will be addressed;
 3. Who will be responsible; and
 4. When each corrective action will be completed.

We further request that management engage with tenant representatives in good faith to ensure that these matters are resolved sustainably rather than repeatedly treated as individual complaints.

WE ARE NOT ASKING FOR SPECIAL TREATMENT.

WE ARE ASKING FOR BASIC STANDARDS, TRANSPARENCY, SAFETY, ACCOUNTABILITY AND RESPECT FOR TENANTS.

Staying at The Leo has been a nightmare. I’ve been here for less than two months, yet we’ve already had over 10 days of power outages. I’ve lost household essentials, spent extra on takeaways, dealt with cold water, cockroaches, and poor communication from management. For the amount residents pay, this is completely unacceptable.
