Decision Makers: Norman City Council

This is a grassroots municipal policy initiative aimed at safeguarding the agricultural heritage, groundwater quality, and public fiscal baseline of East Norman: The East Norman Agriculture Overlay District (ENA-OD).

As our community naviages the long-term updates of the AIM Norman Comprehensive Land Use Plan, there is an immediate need to legally reinforce the rural line of demarcaton beginning at 24th Avenue East. Conventioinal suburban expansions into the Lake Thunderbird and Little River watersheds present severe threats to our shared municipal water supplies and risk driving up taxpayer infrastructure costs at a steep public service deficit.

To address this we have drafter a comprehensive zoning overlay ordinance that introduces several vital protections. I complete copy of the initial draft can be found on our Facebook Page ENA-OD.

We must continue to protect rural east Norman’s farm and ranch land…and our water quality and supply…by limiting development east of 24th Avenue. Norman made that commitment decades ago, yet development pressure has continued to push east. Now the proposed turnpike threatens to accelerate that pressure; not just by paving over rural land, but through new interchanges, service roads, and additional land acquisition that could open even more of east Norman to development.

I believe that it is essential and absolutely necessary to protect east Norman from any zoning changes that would allow more than one single family home per ten acres (current zoning) in order to protect and preserve the important watershed, aquifer and Lake Thunderbird, the primary source of drinking water for the City of Norman.

In the 1960s Norman annexed what we now know as rural east Norman for the purpose of preserving our water supply, our natural resources, and making sure these lands never became a developed "City." It is vital that we continue to protect rural east Norman against ever encroaching, harmful efforts at mass suburban development and megaprojects such as turnpikes and data centers.
