Across the Virgin Islands public service, capable and dedicated civil servants are enduring toxic leadership in silence, afraid that speaking up will cost them their job, their career, or their peace of mind.

This is not a few isolated complaints. It's a pattern, one that is driving experienced officers to leave, retire early, or suffer serious mental and physical health consequences, all while carrying the weight quietly because there has never been a safe, confidential way to speak up.

A formal proposal has already been submitted to the Office of the Deputy Governor requesting a standalone, anonymous, confidential Cultural Risk Assessment for the public service, separate from performance appraisals, designed to surface toxic leadership and unhealthy management practices before they cost us our people.

We are calling on the Government of the Virgin Islands to formally adopt this recommendation and make Cultural Risk Assessment a standard, recurring part of how the civil service is evaluated.

This petition asks for:

  • A confidential, anonymous mechanism for civil servants to report leadership and cultural concerns without fear of reprisal
  • Regular, independent Cultural Risk Assessments across all public service departments
  • A public commitment from the Office of the Deputy Governor to act on findings, not simply collect them

Government sets the standard others follow. If we fix this at the top, our statutory bodies and private sector have no excuse not to follow.
