I am against the proposal to re-designate Westwood Park in the City of Ottawa from an off-leash park to an on-leash park. I agree that everyone in the neighborhood should feel safe and have equal access to this beautiful park. I also believe this includes dog owners, many of whom also have children, that wish to exercise their dogs off-leash. Three close-by parks (McKellar, Tillbury, Dovercourt) afford dog-free play space as they have a complete dog ban. The only other off-leash park in walking distance for some (Woodroffe) has a climber, swings, benches and wading pool and is located directly adjacent to the Carlingwood YMCA and a church where Cubs and Boy Scouts/Girl Scouts activities take place. This park remains an off-leash park. Westwood Park does not have a basketball court, tennis court, skating rink in the winter, play structure, swings, wading pool, splash pad, benches or picnic tables. It is not adjacent to any schools or community centres. It does have an unlit baseball diamond and is used for soccer in the summer. Nonetheless, it remains a low-risk park for human/animal altercation. City of Ottawa residents are protected by an animal By-law. Should there be an altercation, park users have a right to report it to the city so that the incident can be formerly documented and when appropriate, a fine or other penalties levied. Dog ownership comes with great responsibility. The numerous responsible dog owners in the community and their canines should not be permanently penalized because of the alleged actions of a few owners over an undefined period of time. There continues to be the room for and the need of Westwood as an off-leash park. Please do not change its designation.
